PEP job change and the six-month unemployment limit

A PEP job change does not require a new pass, but MOM must be notified within one week and unemployment cannot continue for more than six months.

A PEP job change does not require a new Personalised Employment Pass application. The holder must notify the Ministry of Manpower within one week after starting employment, leaving employment or changing employers. A PEP holder may remain unemployed for up to six continuous months while looking for work.

The useful control is a dated employment record. It should show the last working day, notification date, new start date, fixed salary and the point at which the six-month limit would be reached.

Confirm that the PEP remains the right pass

MOM’s PEP key facts describe a pass for high-earning professionals that is not tied to one employer. The holder does not reapply when changing jobs and may work in any sector, subject to professional registration requirements.

For this reason, the PEP is issued once for up to three years and is not renewable. A holder approaching expiry needs an Employment Pass or another suitable status to continue working in Singapore.

Check the new role against any regulated-profession requirement. PEP flexibility does not replace registration to practise medicine, law, architecture or another regulated profession.

Notify MOM within one week

The current MOM notification page requires notice within one week when the holder starts employment, leaves employment or changes employers. The PEP holder can use the online form, or an authorised employer or employment agent can submit the relevant form.

In practice, keep the submission acknowledgement with the employment contract and termination record. If one job ends and another begins without a gap, record both events accurately rather than entering only the new employer.

Count the unemployment period continuously

A PEP holder can stay in Singapore for a continuous period of up to six months without employment to search for a new job. Use the day after the last working day as the start of the internal count, then verify the facts against the documents and MOM record.

At the same time, do not reset the clock using an informal consultancy, unpaid title or arrangement that is not genuine employment. If a short engagement occurs, keep the contract, work record and salary evidence needed to show what actually happened.

Set reminders well before month six. A job search, offer negotiation and start date can take longer than expected. The pass should not reach the cancellation point while the holder assumes an unsigned offer is enough.

Keep the annual salary declaration in view

The MOM notification page requires eligible PEP holders to declare fixed annual salary by 31 January. It currently states that holders whose passes were issued from 1 January 2025 will first submit the notification in 2027 for the 2026 year.

As a result, Calculate fixed annual salary from the fixed monthly salary and months worked. Keep payslips, bank credits and contracts for each employer. An unemployment period affects the annual total and should not be concealed.

If the holder no longer meets the PEP requirements, review cancellation and alternative-pass options promptly. Do not wait for the annual exercise to identify an obvious issue.

Plan tax and family-pass continuity

When employment ends, the employer may have Singapore tax-clearance duties. Coordinate the last working day, withheld monies, final payslip and the holder’s travel plans with the employer and tax adviser.

For example, a PEP holder can bring eligible family members on related passes, but those passes depend on the PEP. The MOM cancellation guide says all related family passes are cancelled when the PEP is cancelled and cannot be reinstated.

List passport validity, school terms, leases and medical cover before deciding when to cancel or move to another pass. A new employer may need time to apply for an Employment Pass if that is the intended route after PEP expiry or cancellation.

Cancel when the rule requires it

MOM requires cancellation if the holder is unemployed for more than six months. A holder leaving Singapore permanently must cancel within one week of departure. The cancellation takes effect immediately and cannot be reversed.

In addition, if the holder remains in Singapore after cancellation, the eService may provide a Short-Term Visit Pass for up to 90 days. That temporary stay does not provide work authorisation.

Preserve the cancellation acknowledgement and dispose of the card as MOM directs. Confirm the status of every family member and any pending replacement-pass application.

Review the transition after the new job starts

Check that MOM received the new-employment notice, salary is paid as agreed and the holder remains within the PEP requirements. Update residential address, mobile number, passport and other particulars through the correct route when they change.
