SFEC closeout: check resident employee evidence

Complete the 30 November SFEC closeout with the eligibility notice, resident employee evidence and approved base-programme claim.

An SFEC closeout before 30 November 2026 should begin with the employer’s eligibility notice and the underlying programme claim. The employee criterion explains how the employer originally qualified, but it does not replace the need to complete the supported course or transformation programme and file the final claim through the correct agency. Build one reconciliation that connects eligibility, programme completion, out-of-pocket cost and disbursement details.

Confirm the employer record

Locate the eligibility email sent to the registered Corppass administrator and verify that the UEN matches the entity that paid for the programme. Check the SFEC balance in the Business Grants Portal or SkillsFuture for Business page. Do not rely on a group company’s balance or a spreadsheet maintained before later claims were approved.

The current SFEC page says the existing credit expires on 30 November 2026 and final claims for successfully applied programmes or completed courses must be submitted by that date. The redesigned credit launches on 1 December under SWDA. Do not assume an unused old balance carries into the redesigned scheme.

Understand the resident employee test

The historic qualifying periods required at least three Singapore citizens or permanent residents employed every month, with salary and CPF contributions. Budget 2020 qualification also included the stated Skills Development Levy test, while the Budget 2022 expansion used its own conditions. Use the criterion that applies to the employer’s notice.

The SFEC FAQ says new and existing employees, including business owners, may count if they were Singapore citizens or permanent residents under the company’s employment, drew salary and received CPF contributions during the qualifying period. Keep payroll and CPF records that support the entity and months concerned. Do not substitute today’s headcount for the historical test.

Reconcile the base programme

Identify whether the spend belongs to enterprise transformation or workforce transformation. Enterprise use of the existing credit is capped at S$7,000, while workforce transformation can use up to the full S$10,000 subject to the available balance and programme rules. The employer must still meet the individual programme’s conditions.

Record the application number, provider, participant, programme dates, approved cost, base support, employer-paid amount and final claim status. For training, confirm attendance and completion evidence. For a grant project, reconcile the Letter of Offer, deliverables, invoices and payment. An SFEC balance does not make an otherwise ineligible cost supportable.

Check the out-of-pocket amount

Calculate the cost remaining after base support and exclude unsupported GST where required. SFEC can cover up to 90% of qualifying out-of-pocket expenses, subject to the available credit and enterprise-transformation cap. Use the actual approved base claim, not the amount expected when the programme began.

Keep credit notes, refunds and provider adjustments in the calculation. If an employee withdrew or a course was rescheduled, confirm how the base programme treats the cost. Finance should agree the schedule to its ledger and payment records before the claim owner submits or confirms the final claim.

File through the right channel

Follow the claim process of the agency responsible for the base programme. SFEC-eligible courses may require action in SkillsFuture for Business, while enterprise programmes use their own claim path. Save the acknowledgement and final status. Do not file a second SFEC application where the credit is automatically applied after the base claim is approved.

Confirm that IRAS-registered GIRO or PayNow Corporate details are current. SFEC disbursement is separate from the base programme disbursement and is made quarterly. Record each receipt separately so the company can reconcile the credit without treating two payments as duplicate support.

Close the file before the deadline

Create a short exception list for incomplete courses, unapproved base claims, missing attendance, unresolved refunds and unavailable payment methods. Assign an owner and final action date. If a required programme claim cannot be completed by 30 November, obtain official guidance rather than changing evidence or filing an unsupported amount.

Link the file to the redesigned SFEC readiness guide and the foreign employee claim guide. The business support cornerstone remains the route for new transformation decisions.

Resolve mismatches before submission

Compare the legal entity across the eligibility notice, Corppass account, programme approval, provider invoice, bank payment and claim form. A group name or trading name may conceal a different UEN. List every mismatch and obtain the proper correction from the issuing party. Do not alter an invoice or move a payment between entities merely to make the documents appear consistent.

For employee evidence, reconcile payroll months to CPF contribution records and the qualifying period stated in the applicable notice or guidance. Investigate late contributions, unpaid leave, transfers between group companies and employees who changed residency status. Keep an explanation and supporting record where the monthly count is not obvious. The purpose is to substantiate historical eligibility, not to reconstruct a preferred headcount.

Build a submission checklist with the base programme’s final claim date, the SFEC deadline, provider action and internal approver. Confirm that course completion or project deliverables are available before waiting for the last day. If a base claim remains under review, record the agency reference and obtain current official instructions on any action required by 30 November.

After filing, capture the acknowledgement and continue the reconciliation through approval and payment. Match the SFEC disbursement to the correct claim and remaining balance. Keep rejected or adjusted amounts visible and record the reason. A complete closeout ends with an agreed ledger and evidence trail, not only a screenshot showing that a form was submitted.

The 30 November closeout is a reconciliation task. Confirm the correct entity, historical eligibility, completed base programme, approved out-of-pocket cost and claim channel, then retain the acknowledgement and disbursement trail together.
