Redesigned SFEC wallet readiness separates expiring claims from the new S$10,000 wallet, owners, evidence and funding decisions.

Redesigned SFEC wallet readiness starts by separating two different credits. The current SkillsFuture Enterprise Credit expires on 30 November 2026. A redesigned S$10,000 wallet is scheduled to begin on 1 December 2026 for eligible employers. Money, claims and approval under one arrangement should not be treated as a balance carried into the other.

Build one transition record now. It should show what must be completed under the expiring credit, who will control the new wallet and which future project still needs its own eligibility and approval decision.

Close the expiring credit as a separate workstream

List every current supported programme, claim and outstanding document. Record the programme owner, approval reference, approved period, invoice, payment evidence, claim status and last action date. Confirm the applicable submission deadline from the live programme terms rather than assuming that 30 November is the deadline for every underlying action.

The Enterprise Singapore SFEC page explains the current credit and the transition. Preserve a dated copy of the relevant approval and transaction evidence. A dashboard screenshot is useful for reconciliation, but it does not replace a formal claim receipt or payment record.

Do not move an old expense into the new wallet merely because it was not claimed in time. Escalate an unresolved claim to the responsible programme administrator and retain the response.

Identify the eligible employer for the new wallet

Record the legal employer, UEN and resident-employee data used for eligibility. The April information memorandum states that the redesigned credit is intended for employers with at least three resident employees, with eligibility refreshed quarterly from administrative data.

Check the live portal when access opens. Payroll estimates, a group headcount or staff employed by a related entity are not the same as a confirmed wallet for the applicant UEN.

If a group has several employing entities, keep a separate eligibility line for each. Do not pool employees or credit balances unless current official terms expressly permit it.

Assign access without sharing credentials

Name a business owner, a finance reviewer and a backup. Record which Corppass role or authorised portal access each person requires. Keep credentials and authentication records in their approved secure systems, not in the project file.

Test that the correct entity can be selected before a deadline. Remove obsolete access when a staff member changes role. A vendor may prepare documents, but the employer should retain control of approvals, declarations and submission readback.

Use a short access log containing the user, role, approval, test date and removal date. Never include passwords or one-time codes.

Separate wallet allocation from programme approval

A wallet balance does not prove that a project, course, worker or cost qualifies. Create a project row only after identifying the underlying supported programme and checking its current rules.

Record the proposed outcome, provider, start date, cost, amount to be charged to the wallet, other support and the decision owner. Mark the row as proposed, applied, approved, claimed or paid. This prevents management from treating an internal budget reservation as government approval.

Prevent double funding and overstated budgets

For every project, record the gross cost, tax treatment, grant support, credit offset, employer contribution and final cash outlay. Reconcile these values to the approval letter and claim computation.

Where another grant is involved, state which cost line each support measure covers. Do not apply two subsidies to the same expense unless the current rules expressly allow the combination.

If a project may use EDGE after 30 September, keep the current EDGE conditions beside the project record. EDGE eligibility, scope and reimbursement remain a separate decision from SFEC wallet availability.

Reconcile the first wallet view

On or after 1 December, record the access date, entity, displayed balance and eligibility status. Compare it with the expected employer record. If the wallet is missing or differs, preserve the facts and use the official support route.

Do not plan a supplier commitment around an unconfirmed balance. Keep contract approval, project start and payment subject to the underlying programme’s rules.

After each transaction, retain the submission acknowledgement and later status readback. Reconcile the wallet, programme claim and accounting entries at month end.

Build a cash-flow view beside the wallet

Show when the employer must pay the provider, when a claim can be submitted and when reimbursement or credit use is expected. Keep an approved funding amount separate from the cash that remains available in the bank.

Test the plan against payroll, tax and other committed payments. A supported project can still create a working-capital gap if invoices fall due before the support is realised.

Record changes to provider milestones and payment terms. If the project is delayed, recheck the approval period and claim conditions before agreeing to a revised schedule. The wallet view, project approval and cash forecast should agree, but each remains a different record.

Review the plan when rules or staffing change

Update the register when headcount, employing entity, project scope, provider, cost or launch guidance changes. Date each change and preserve the earlier decision.
