A Singapore company should map licences before it signs a lease, hires regulated personnel, imports goods, advertises restricted services or accepts customer money. ACRA registration and an SSIC code classify the business, but they do not by themselves authorise every regulated activity. The practical test has four gates: what the business does, who performs it, where it occurs and what products or transactions are involved.
Start with the real operating model rather than a generic industry label. Two companies using the same software platform may face different approval routes because one only provides technology while the other advises clients, handles money, employs regulated staff or operates controlled premises.
The four-gate licence map

Use SSIC as a starting point
ACRA’s current SSIC guide explains that registered entities select five-digit codes for their primary and, where applicable, secondary business activities. Choose codes that accurately describe the intended activities. Do not pick a broad code merely because it appears less regulated, and do not assume that the selected code is a regulatory opinion.
Create a one-page activity statement before incorporation or expansion. For each revenue stream, state the customer, deliverable, contract party, delivery location, payment flow, data handled, staff involved and any physical goods. This statement is more useful for licensing analysis than a marketing slogan.
Check the official licence route
ACRA’s post-registration guide tells companies to check whether licences and permits are required before operations and directs them to the GoBusiness licence e-Advisers. GovTech describes GoBusiness as the government platform providing access to registration, licences, grants and personalised e-Adviser recommendations. Use the live GoBusiness licence service to identify the responsible agencies and application routes.
An e-Adviser result is a structured starting point. Compare it with the actual business model and the current page of each regulator. Record the date checked, questions answered and outcome. If a new product, customer group, channel or country changes the facts, repeat the assessment.
Sequence premises decisions carefully
A regulated business may need a particular property use, layout, equipment, inspection or separation of activities. Put licence conditions into the site brief before negotiating the lease. Ask what can be done at the premises, whether change-of-use or landlord consent is needed, when fit-out may start and whether approval depends on completed works.
Use a lease condition where appropriate so the company understands the consequence if an essential approval cannot be obtained. Do not make unsupported promises to a landlord or regulator about approval timing. Where lease drafting, land-use interpretation or a formal opinion is required, coordinate with Singapore lawyers who specialise in the relevant field.
Map people and immigration together
Some sectors require a qualified manager, approved representative, designated professional or minimum staffing before a licence can be issued or used. Immigration approval does not replace professional or sector approval, and sector approval does not create a right to work in Singapore. Put both workstreams on the same dependency chart.
For each controlled role, record the employing entity, reporting line, qualification, experience, residency or pass requirement, regulator filing and backup coverage. Delay client-facing regulated activity until the required status is effective. If the company uses an outsourced or shared officer, clarify actual authority, time commitment and escalation responsibility.
Do not overlook product and transaction permits
A company may be properly incorporated and licensed for its general business yet still need permits for individual imports, exports, controlled goods, events, premises or transactions. The operations team should map product classification, country of origin and destination, end user, shipping route, storage, labelling and advertising.
Create a permit register with the approving authority, legal entity, product or activity covered, conditions, expiry, renewal lead time and responsible employee. Attach the operative approval rather than only a submission receipt. Configure sales and procurement systems so restricted products and countries cannot bypass the check.

A worked digital-platform example
Assume a foreign group plans a Singapore platform matching businesses with specialists. The licence map should ask whether the company only publishes listings or also recruits workers, negotiates employment, handles client money, provides regulated advice or acts as agent. It should review who contracts with the customer, how specialists are classified, where services are delivered and whether the platform makes outcome claims.
The answer may be different for each service line. Management should not launch the entire platform under the least regulated description. Ring-fence features, contracts and payment flows until the analysis is complete, and obtain a legal opinion where classification is material.
Keep the map alive after launch
Review the register before adding a product, entering a market, changing premises, hiring a controlled person, acquiring a business or altering the payment model. Monitor renewal dates and conditions. Train sales teams to escalate requests outside the approved scope. A licence is an operating boundary, not a framed certificate.
