Refundable Investment Credit: questions before a Singapore investment

Assess a Refundable Investment Credit proposal through qualifying activities, expenditure, milestones, cash timing and Singapore economic substance.

Refundable Investment Credit discussions should begin with the proposed Singapore activity, not a percentage copied into an investment model. The incentive supports qualifying high-value and substantive economic activity, and an award depends on the approved facts and commitments. Build the commercial case so it remains viable under several incentive outcomes.

This is especially important for regional headquarters, manufacturing, research, digital services and decarbonisation investments. Each can involve different expenditure, hiring, technology and delivery evidence. A single spreadsheet line called grant does not capture those differences.

Define the Singapore activity precisely

Describe what will be performed in Singapore, by which entity, for which markets and with what decision-making authority. Identify new functions separately from work already carried out here. Connect the activity to facilities, people, intellectual property, suppliers and customers where relevant.

The EDB incentives directory describes the Refundable Investment Credit as support for substantive and high-value economic activities. The listed areas include establishing or expanding activities, research and development, innovation, capability development and decarbonisation. Read the current factsheet and discuss the actual proposal with EDB rather than assuming every capital project fits.

Management should also state why Singapore is the operating location. Useful reasons can include regional responsibilities, talent, infrastructure, customers and ecosystem relationships. Avoid a circular answer that the activity is in Singapore because an incentive may be available.

Separate expenditure classes in the model

Build schedules for capital expenditure, manpower, training, professional fees, intangible assets, research costs and other relevant items. Record the contracting entity, timing and business purpose. Do not treat the accounting classification as proof that an item qualifies for the incentive.

The official RIC factsheet identifies qualifying expenditure categories and explains that the credit is awarded on a qualifying expenditure basis for an approved period. Use the award terms for the real project. The model should clearly distinguish requested expenditure, approved expenditure and actual expenditure.

Where an item benefits several countries or entities, document the allocation basis. A regional software licence, group research team or shared production line may need careful analysis. Do not allocate cost to Singapore merely because the local entity will submit the claim.

Model credits, milestones and cash separately

An accounting benefit and a cash receipt are not the same event. Model when expenditure is incurred, when the required milestones are met, when a claim can be made and when any credit may be applied or refunded under the approved arrangements.

IRAS’s RIC disbursement page explains that approved credits are used to offset corporate income tax liabilities, with remaining unutilised credits refundable in cash within the prescribed framework. Check the current official wording and the award documentation when forecasting cash.

Stress-test at least a lower approved base, slower expenditure and delayed project completion. Keep financing available for the gross investment where prudent. An incentive should improve a sound investment case, not conceal that the company cannot fund the project before receiving the benefit.

Convert investment promises into operating records

List each commitment with an owner, evidence source and review date. Depending on the project, these may concern jobs, skilled roles, business expenditure, research activity, assets, emissions or regional functions. Use the language and measurement basis in the approved documents.

Connect hiring commitments to payroll and role evidence. Connect capital commitments to contracts, invoices, payment and asset records. Connect decarbonisation commitments to a defined baseline and method. Do not wait until the first claim to discover that operating systems cannot produce the promised data.

Our Singapore business support decision guide helps compare incentives with grants and financing. The financing and investment incentives hub connects RIC with the wider funding landscape.

Check tax and accounting treatment independently

Ask the tax adviser and accountant to assess recognition, tax effects and disclosures using the actual award. Avoid assuming that every refundable item is treated like trading income or that the entire investment cost retains the same tax basis.

Group reporting can create further timing differences. Record the exchange rate, entity and period used in the investment model. A regional board should be able to see which assumptions belong to Singapore tax, local statutory accounts and consolidated reporting.

Where the project involves formal legal or regulatory questions, Raffles Consulting Services coordinates with advisers who have the relevant speciality. We have certified consultants, but a general capability statement does not replace specialist analysis of an award or transaction.

Prepare a decision pack that works without the headline

The board pack should show the Singapore activity, investment case, expenditure schedule, operating commitments, risks and incentive scenarios. Include a no-award view and identify decisions that depend on official approval. Do not announce an incentive internally or externally before the actual outcome supports that statement.

A well-prepared Refundable Investment Credit case is more than an application. It is an operating plan for delivering valuable Singapore activity and producing reliable evidence over time. The immediate management test is whether the project remains strategically sound, financeable and accountable before the expected credit is added back to the model.

Set a disciplined approval sequence

Mark which contracts, hires and capital orders can proceed before the incentive decision and which require board confirmation afterward. Keep commercial negotiation moving where appropriate, but avoid commitments that depend on an award the company has not received.

When the official outcome arrives, reconcile it line by line with the investment model. Update the approved period, expenditure, milestones and reporting owners. A deliberate approval sequence protects the project’s commercial momentum while ensuring that management acts on actual terms rather than on the most optimistic application scenario.
