The ONE Pass Investment Management Track has been announced, but final criteria are pending. Candidates can prepare evidence without applying yet.
The ONE Pass Investment Management Track was announced on 19 August 2026 for global leaders and senior investment professionals who can contribute significantly to Singapore’s asset-management industry. Final eligibility details and an application route have not yet been published. Candidates should not file under a guessed track or assume that performance-linked income is already accepted under a new test.
Preparation can still begin. Build a verified career, compensation and contribution record, compare it with the current ONE Pass framework, and keep a dated watchlist for official MAS and MOM guidance.
Separate the announcement from the current rules
MAS and MOM have said the new track may refine salary assessment to recognise returns linked to investment performance and fund outcomes. This reflects compensation structures in which carried interest, profit share or other recurring performance-linked amounts can be significant.
For this reason, the announcement does not yet specify the launch date, qualifying job levels, acceptable return types, valuation method, look-back period, fund or manager criteria, documents, fees or processing time. Treat all of those as open points.
The existing MOM ONE Pass eligibility page continues to state the current general salary route: fixed monthly salary of at least S$30,000 from one employer for the required 12-month period, together with the established-company test where relevant. Outstanding-achievement routes remain limited to the published fields.
Until MOM changes the official application pages, an investment professional who meets the current route can assess that route on its own facts. Someone relying on the announced new treatment should wait for final rules.
Build an auditable compensation record
In practice, create a 24-month schedule separating fixed salary, cash bonus, deferred bonus, carried interest, profit share, fund distributions, equity awards and investment returns. For each amount, identify the payer, legal entitlement, performance period, payment date, currency and supporting document.
Do not label personal portfolio gains as professional compensation. Link each performance-related amount to employment, partnership or service terms and to the investment-management work performed. Explain clawbacks, vesting, deferral and valuation uncertainty.
Keep audited employer financial statements, fund statements, tax filings, payroll records, bank receipts and contracts where available. Reconcile totals across the documents. The final framework may count only specified recurring returns or apply its own measurement period.
At the same time, Convert foreign currency using a consistent documented rate, but preserve the original amount and date. A summary spreadsheet without source records will be difficult to verify later.
Evidence seniority and industry contribution
The announcement refers to global leaders and senior investment professionals with actual or potential significant contribution. Prepare evidence of regulated responsibilities, investment mandates, assets supervised, teams led, products launched and markets developed.
Use verifiable outcomes. Examples include board appointments, investment committee authority, audited fund launches, institutional mandates, documented capital raised, portfolio-company expansion and Singapore team building. Remove confidential investor names unless disclosure is authorised.
As a result, Distinguish personal work from the employer’s overall results. State the candidate’s role, decision rights, dates and evidence. A large firm’s assets under management do not prove that every employee led those assets.
Prepare a Singapore contribution note covering the proposed role, local hiring, management activity, product development, investor access, training and governance. Avoid promises that the employer has not approved or funded.
Check the company evidence
Under the current route, a prospective Singapore employer is generally considered established if it meets the published market-capitalisation or annual-revenue threshold. The MOM document guide lists acceptable third-party data sources and allows audited profit and loss statements where the information is unavailable.
For example, For the new track, MAS or MOM may define relevant fund-manager, fund-size, regulatory or operating-substance criteria. Prepare the Singapore entity’s UEN, licences or exemption status, ownership, audited accounts, organisation chart, investment mandate and local headcount.
Use documents obtained within the required freshness period once rules are final. A current corporate presentation can support context but should not replace independent financial or regulatory evidence.
Plan for the pass’s operating obligations
ONE Pass is a personalised five-year pass that allows a holder to start, operate or work for multiple companies, subject to its conditions. The holder must still complete issuance, annual notification and required updates. Family passes have separate applications.
In addition, an employer should not treat the flexibility as freedom from conflicts, licensing, tax residence, payroll or employment terms. Map every proposed directorship, employment role, advisory arrangement and fund interest. Obtain compliance approval where regulated activities are involved.
MOM reported in August 2026 that the number of ONE Pass holders grew to about 8,500 by December 2025 and that around 70 per cent worked in financial and insurance services, information and communication, and professional services. The new track therefore sits inside an established pass framework, not a replacement for entity and sector regulation.

Assign one person to check the MAS and MOM sites monthly and again before any application. Save the publication date and version of official criteria relied upon. Competitor articles and media reports can identify questions, but they cannot create an eligibility rule.

The most useful work in 2026 is evidence preparation with a visible stop line. A well-indexed record will shorten later assessment, while the stop line prevents an announcement from being represented as an open application route or guaranteed approval.
