Plan an EFS financing request around the temporary 70% risk-share period without treating government risk sharing as a borrower guarantee.
The EFS 70% risk share for all enterprises under the enhanced SME Working Capital Loan and Project Loan runs from 1 September 2026 to 31 March 2027. The temporary measure may affect a participating financial institution’s credit decision, but it does not remove underwriting, interest, security, recovery or the borrower’s duty to repay 100% of the loan. Businesses with a real financing need should work backwards from the end date and prepare a complete lender file early.
Choose the financing need before the scheme
Write down the amount, use of funds, timing and repayment source before discussing EFS. Working capital should connect to operating cash flow. A project loan should connect to an underlying secured project, contract or sales order and the related costs. Do not choose a facility only because its temporary risk share looks attractive.
Compare the need with internal cash, ordinary bank facilities, fixed asset finance and other EFS routes. Include fees, interest, security and repayment timing. The grant and incentive landscape in the business support decision guide can help separate reimbursable support from debt that must be repaid.
Understand what 70% means
The Enterprise Financing Scheme page explains that Enterprise Singapore shares default risk with participating financial institutions. The risk share is between the Government and lender. It is not a payment to the borrower, a reduction of principal or a promise that the lender will approve the request.
The lender remains responsible for credit assessment and sets the interest rate based on risk. Security and guarantees may still be required. If default occurs, the lender must follow its commercial recovery process before claiming the unrecovered portion in line with the risk-sharing arrangement. Management should therefore test the same downside case it would for a normal loan.
Check the temporary period
Record 31 March 2027 as the end of the announced enhancement, then obtain the participating financial institution’s internal cut-off. The official page does not mean a last-day enquiry will qualify. The lender needs time for documents, assessment, conditions and completion, and the treatment of an application crossing the date should be confirmed directly.
Build a calendar with board approval, accounts, forecasts, contracts, lender questions, credit decision, documentation and drawdown. Add contingency time for revised information. Do not accelerate a weak borrowing decision simply to reach the temporary period. A sound loan after the enhancement can be better than unsuitable debt arranged in haste.
Prepare the lender evidence
Provide current management accounts, historical financial statements, bank records, aged receivables and payables, existing debt, group structure and a clear cash-flow forecast. Reconcile the requested amount to identifiable needs. Explain unusual movements and one-off events before the lender asks. Forecasts should show their assumptions and downside sensitivity.
For project finance, the EFS Project Loan page requires an underlying contract, secured sales order or project tied to the financing. Prepare the signed contract, cost budget, milestone billing, counterparty assessment, performance obligations, currency exposure and expected collection. Separate firm orders from opportunities still under negotiation.
Model repayment without support assumptions
Calculate monthly debt service under the expected rate and a higher-rate case. Stress delayed receipts, cost overruns and lower sales. Identify the cash reserve and management action if a downside case occurs. The business should remain responsible for the entire loan even though Enterprise Singapore shares risk with the lender.
Record all security, guarantees, covenants and reporting duties. Consider how the facility interacts with existing lenders and shareholder arrangements. Formal legal advice may be needed for security or intercreditor terms. Raffles Consulting Services coordinates with Singapore law firms with the relevant speciality where legal documentation requires review.
Make a dated financing decision
Compare at least the available realistic lender offers on total cost, quantum, tenure, security, flexibility and conditions. Do not compare headline rates alone. Record which terms depend on EFS treatment and what changes if the temporary enhancement is unavailable by completion.
Connect the decision to the EFS application pack and the working-capital loan guide. Management should approve the borrowing case, not merely the opportunity to apply before a date.
Build a lender-ready timetable
Start from the participating financial institution’s latest completion date and work backwards. Allow time for management accounts, board approval, credit questions, valuation or security work, legal documents and conditions precedent. Give each task an owner and an internal deadline. Do not use 31 March 2027 as the only date in the plan because the lender may need completion well before it.
Prepare a fallback if the financing completes after the temporary period or the lender does not apply the expected treatment. The fallback may be a smaller facility, different tenure, shareholder funding, delayed expenditure or another participating institution. Model the commercial effect. A fallback is useful only if management would genuinely accept it and the project remains viable.
Keep lender discussions accurate and consistent. Update forecasts when actual results change, and disclose new debt or material contract events. Do not circulate different assumptions to several lenders without control. At approval, compare the final facility with the board’s original borrowing limits and record any change in cost, security or repayment risk before documents are signed.
After drawdown, track use of funds, covenant reporting, repayments and the cash-flow assumptions approved by management. Compare actual collections and project milestones with the financing case. Escalate shortfalls early to the board and lender where required. The EFS label does not change the need for disciplined treasury control throughout the facility term, including after the temporary enhancement has ended.
The 31 March 2027 date is a planning constraint, not a reason to borrow. A well-prepared business can give the lender time to assess a genuine need while keeping repayment, security and downside risk visible to its own decision-makers.
