The COMPASS C5 Skills Bonus needs the correct shortage occupation, matching job details and evidence for every role-specific requirement.
The COMPASS C5 Skills Bonus gives an Employment Pass application extra points when the job is on Singapore’s Shortage Occupation List and the candidate meets every occupation-specific requirement. For applications and renewals from 1 January 2026, employers should use the current list and evidence rules rather than a prior application package.
The occupation title alone is not enough. MOM assesses the actual job duties, the declared occupation, the MyCareersFuture advertisement where required and the candidate’s qualifications, experience or professional registration.
Confirm that the application needs COMPASS
The current MOM Employment Pass eligibility page describes a two-stage test. The candidate must first meet the qualifying salary requirement, then pass COMPASS unless an exemption applies.
For this reason, a C5 bonus does not repair a failure at the salary stage. It also does not replace the foundational COMPASS criteria. Build the application from the salary, employer profile and candidate facts before counting bonus points.
Record whether the application is new or a renewal, its intended submission date and the applicable rules. A renewal team should not copy the C5 position from the original application because the occupation list and evidence can change.
Select the exact shortage occupation
Use MOM’s current C5 Skills Bonus and Shortage Occupation List page. Read the role description and every additional requirement for the selected occupation.
In practice, compare the proposed duties with the official description line by line. Distinguish core duties from occasional tasks. A broad internal title such as manager or engineer may cover several occupations, but the application must identify the one that reflects the role.
The job title in the EP application should match the MyCareersFuture advertisement unless the job advertising requirement does not apply. Resolve abbreviations, seniority labels and functional differences before submission.
Do not rewrite the job after selecting the list entry. Start from the genuine business need, approved job description and reporting line. If the role does not fit, do not claim C5 points.
Calculate the bonus correctly
At the same time, the C5 bonus is 20 points when the candidate’s nationality forms less than one-third of the employer’s professional, managerial, executive and technical employees. It is 10 points when that nationality share is one-third or more.
Use the employer’s current workforce information and the COMPASS result available through the official process. Do not estimate the nationality share from a team chart or the candidate’s department.
Record the expected points separately from the overall COMPASS score. The application still needs a total of at least 40 points unless exempt. Other criteria can change between planning and submission.

Build the candidate evidence file
The official Shortage Occupation List employer guide describes occupation-specific documents. These may include qualifications, relevant work experience, professional membership or registration, depending on the role.
Create an evidence index that maps each requirement to one or more documents. A curriculum vitae can organise the history, but it should not be the only proof of a degree, licence, employment period or specialised responsibility.
For example, For experience, obtain letters or records that state employer, dates, job title and relevant duties. Explain overlaps, self-employment and consulting work. Translate non-English documents through an appropriate process and retain the original.
For qualifications, verify the awarding institution, award, field and completion date. For regulated professions, confirm that registration is current and appropriate for the Singapore role.

Run a consistency review across the offer letter, advertisement, organisation chart, application and supporting documents. Pay attention to job title, salary, work location, duties, reporting line and start date. Record any difference, identify its cause and correct the source record before the authorised filer makes the declaration.

Keep a dated copy of the MOM list and role requirements used for the application. The live list may be updated annually, so the file should show what applied on the submission date.
Plan for renewal from the beginning
After approval, preserve evidence that the employee performs the declared shortage role. Material changes in occupation, duties or employer details may need notification or a new application. The mobility team should review changes before they take effect.
For this reason, start the renewal review early. Recheck the current list, salary, employer workforce profile and occupation evidence. Do not assume that a prior C5 award guarantees the same points.
