Absentee Payroll attendance and wage evidence

Connect sponsored-course attendance, payroll and claim roles in one Absentee Payroll evidence file for Singapore training.

Absentee Payroll evidence needs to show that an employer sponsored an eligible employee, the employee attended the approved training and the wage claim relates to the same training time. Treating it as an automatic add-on to course funding can leave training, payroll and portal records with different names, dates or hours.

Confirm the employer-sponsored course record

Save the course title, provider, course run, training dates, employee registration and employer sponsorship record. Confirm the legal employer shown in the system. Group names and payroll labels can differ from the entity that enrolled the employee, so resolve the applicant identity before training begins.

Read the current SkillsFuture Singapore terms applying to the course and employer. Programme and portal requirements can change, and a course listing alone does not prove that every employee, attendance pattern or wage period qualifies for support.

Build an employee training roster

For each sponsored employee, record the full name used in official records, employee identifier, employing entity, role, course run, scheduled hours and work arrangement. Restrict access because the roster contains personal and employment information.

Assign a line manager to confirm release for training and a training owner to monitor attendance. The roster should identify withdrawals, substitutions, incomplete attendance and changed sessions promptly, rather than leaving payroll to discover them at claim time.

Reconcile attendance to training time

Obtain the official attendance record from the approved source and compare it with the course schedule. Record attended hours, absences, approved make-up sessions and completion status. Do not replace an official attendance record with a manager’s estimate.

Where training spans part of a workday or uses several modes, state the basis for the claimed time. Keep remote-session or assessment evidence where the applicable course process requires it. The calculation should be reproducible without asking the employee to remember the timetable months later.

Connect payroll without exposing unnecessary data

Record the payroll period, paid employment status and wage source needed to support the claim. Use controlled references to payslips, payroll reports or contribution records rather than duplicating sensitive documents across folders. Name the payroll reviewer and date.

The SSG terms for enterprises describe Absentee Payroll as compensation for wages paid while an employee attends training. Align the employee, employer, period and training time before calculating any claim.

Prevent duplicate wage support

Create a wage-support register covering Absentee Payroll and any other programme that compensates the employer for the same employee’s time. Compare employee, date and hour, not just programme name. The current terms prohibit duplicate wage compensation for the same employee and period.

If another support arrangement overlaps, obtain programme-specific advice and document the treatment before submission. Do not rely on two systems to detect duplication automatically. The employer remains responsible for accurate declarations.

Assign portal roles deliberately

List the Corppass and enterprise portal users who prepare, review and submit the claim. Give access according to responsibility and remove leavers promptly. Maintain a second authorised reviewer so that a claim does not depend on one unavailable employee.

The SSG and WSG e-service role guide identifies enterprise user roles associated with claim actions. Check the current portal configuration and authorised entity before relying on an old role assignment.

Run a pre-submission reconciliation

Match the course run, employee roster, attendance, wage evidence, claimed hours and any other wage support. Investigate differences and retain corrections. Have the training owner confirm participation and payroll confirm paid employment information.

Read the summary of enterprise terms changes alongside the current full terms. A summary helps identify changes but does not replace the controlling conditions.

Retain the learning result

Keep the official submission receipt and outcome with the reconciled evidence. If a portal action times out, verify the official record before resubmitting. Record follow-up requests and the information provided.

The training file should also show what the employee was expected to learn and how the capability will be used. The role-transition evidence guide offers a broader model for connecting supported training to real work, even though programme rules differ.

Handle exceptions before the claim

Create an exception log for late enrolment, employee transfer, unpaid leave, partial attendance, cancelled sessions, replacement classes and payroll corrections. For each case, record the official source, person consulted, treatment and decision date. Do not solve an attendance gap by changing a timesheet or estimating hours. Where eligibility remains uncertain, exclude the amount until the applicable programme rule or official response is clear.

Review exceptions soon after each course run, when the provider, manager and employee can still verify facts. Close disagreements between the attendance record and work schedule with documented evidence. This prompt review also helps the employer identify operational lessons, such as training dates that repeatedly clash with shifts or customer work. Better scheduling can improve both completion and the business value of sponsored training.

Reconcile the official outcome

After processing, compare the approved amount and employee details with the submitted calculation and accounting entry. Investigate any reduction or rejection and retain the official explanation. Do not change historical attendance or payroll evidence simply to match the result.

Use the outcome to improve the next course-run checklist. Repeated differences can reveal late provider records, unclear payroll periods or weak access planning. Correct the operating process while preserving the evidence for the completed claim.

A dependable Absentee Payroll evidence file follows one employee from sponsorship through attendance, payroll and submission. That simple chain helps the employer support the claim while protecting personal data and preventing duplicated wage support.
