A ONE Pass annual notification should reconcile every employer, occupation, professional activity and source of calendar-year income before the holder submits. Portfolio professionals who work across several companies or receive salary, fees and performance-linked amounts need one consistent record rather than separate answers prepared by each organisation.

Submission is required when MOM emails the holder to participate. Keep the registered email current, preserve the instructions and complete one controlled submission by the stated deadline.

Confirm whether the ONE Pass annual notification is required

The current MOM ONE Pass notification page says a holder may be required to participate in an annual exercise covering employment, total annual income and other professional activities. Holders who need to submit receive an email with instructions.

For this reason, MOM’s annual notification FAQ states that holders who receive the email need to submit. Generally, holders are required, with exceptions such as people whose passes have just been issued.

Do not submit through an unofficial link or pay someone who claims to secure a better outcome. Verify the message domain and open the official route from MOM’s website or the instructions. If no email was received, check that the holder’s contact details are current rather than filing an unsolicited return.

Build a complete employment and activity list

The ONE Pass allows a holder to start, operate and work for multiple companies, subject to relevant contract terms and occupation restrictions. That flexibility makes a central activity register important.

In practice, list every employer and business for the past calendar year. Record legal name, UEN or foreign registration number, occupation, role, start and end dates, work location and the nature of the activity. Include a company founded or operated by the holder even when it paid no salary.

Add other professional activities such as directorships, advisory appointments, investment committee work, speaking, teaching and professional practice where relevant to the questions asked. Mark unpaid roles clearly. Do not omit an activity merely because another entity handled its administration.

Reconcile overlapping roles and dates

Create one calendar showing all roles by month. Compare it with employment contracts, board resolutions, payroll records, invoices and public profiles. Resolve differences in titles and dates before submission.

At the same time, a portfolio professional should distinguish employment from an investment, board appointment or carried-interest arrangement. The label used by a fund, manager and portfolio company may differ. Use the legal documents and actual duties to prepare an accurate description.

If one group moves the holder between entities, record the legal employers rather than treating the group brand as one company. Explain secondments or concurrent appointments briefly where the form permits and keep the detailed supporting schedule.

Prepare total calendar-year income

MOM asks for total annual income for the past calendar year. Build a reconciliation from source documents instead of multiplying the latest monthly salary. Include the categories requested in the exercise and preserve the basis used for currency conversion and timing.

As a result, separate fixed salary, cash bonus, director fees, advisory fees, business income and other professional income. Keep equity awards, carried interest, profit share, dividends and investment returns in distinct lines so the holder and adviser can decide how each item should be reported under the actual instructions.

Use payslips, employer statements, invoices, bank credits, tax records and award documents. Reconcile the schedule to Singapore and overseas tax filings where available. Explain timing differences, deferred amounts and amounts paid after year end for earlier performance.

The notification is not an opportunity to recast variable investment returns as fixed monthly salary. Current and future eligibility routes have their own definitions and evidence. Report the annual exercise accurately according to the questions asked.

Control currency conversion and duplicates

For example, select a consistent exchange-rate source and conversion date or average method appropriate to the instructions. Record the original currency, original amount, rate, Singapore-dollar amount and source. Keep the calculation sheet with the submission copy.

Check for duplicates where an employer statement includes a bonus that also appears on a separate award schedule. Identify gross and net amounts. Use gross income where required and keep tax withholding or deductions on separate lines.

Have each employer confirm its own data, but appoint one person to consolidate the holder’s complete record. No single employer may know about all concurrent roles and income sources.

Decide who submits and preserve one version

In addition, the MOM submission FAQ says the holder, an appointed employment agency or the holder’s employer may submit. Only one submission is required. If more than one is received, the latest replaces the earlier submission.

Choose the submitter in writing. If an employer or agency submits, the holder should review the complete answers and supporting reconciliation first. The holder’s portfolio of work may extend beyond that organisation’s records.

Save the final answers, supporting schedule, acknowledgement email and copy of the submission. MOM states that a successful submission produces an acknowledgement email and a copy. Investigate promptly if these do not arrive.

Keep current updates separate from the annual exercise

For this reason, the annual notification does not replace event-based updates. MOM requires address and mobile-number changes to be updated through the proper route within the stated period. Passport and other personal particulars also have their own procedures.

The MOM ONE Pass key facts page describes the annual professional-activity and income notification by 31 January of the following year when required. Create an internal preparation date in December so records are ready if the email arrives.

Restricted occupations require prior approval. An annual disclosure does not cure work started without the required permission. Review new roles before they begin and keep approvals with the activity register.

Use the record for future consistency

In practice, compare each year’s notification with tax returns, renewal records and company filings. Differences may be legitimate, but they should be explained and documented. Update the register during the year when a role starts or ends rather than reconstructing five years at renewal.
