Foreign-founder visit activities need a written scope so meetings are not confused with operating work that requires authorisation.
Foreign-founder visit activities should be classified before travel. Attending company meetings or meeting business partners may be allowed during a short visit, while managing daily operations, delivering services or filling an employee role can require work authorisation.
The company needs a dated activity record, not a label chosen after the founder has arrived. The record should describe the actual tasks, location, duration, Singapore counterpart and any payment or contract.
Start with the planned activity
List each event on the visit calendar. Examples include a board meeting, customer discussion, investor presentation, staff supervision, product demonstration, contract delivery, recruitment interview or system implementation. Break up a mixed visit rather than giving the whole trip one purpose.
MOM’s eligible activities page says a visitor does not need to notify MOM merely to attend company meetings, corporate retreats, meetings with business partners, study visits, training as a participant, seminars, conferences or exhibitions as a trade visitor. Those activities must not involve a contract of service or a contract for service with a Singapore employer.
Attendance is not the same as doing the operational work discussed at the meeting. Record where the line falls for this trip.
Separate business visits from work
A founder may own shares and hold a director appointment without receiving general permission to work in Singapore. The question is what the person will do while physically here.
MOM’s work-pass overview states that foreigners who intend to work in Singapore must hold a valid pass before starting work. Routine management, staff direction, project delivery and continuing executive duties should therefore be reviewed against the proper pass route.
Do not rely on where salary is paid. An overseas payroll or invoice does not automatically turn Singapore activity into a meeting. Describe the work, the beneficiary and the entity receiving the service.
Check whether a short activity is exempt
MOM lists specific work-pass-exempt activities, including certain exhibitions, seminars, journalism, sports, arbitration and specialised services. Each category has its own conditions. A convenient commercial description is not enough.
The person must be engaged to perform the exempt activity before entering Singapore and must hold a valid Short-Term Visit Pass for the period. Many exempt activities require notification to MOM after entry and before the activity begins.
MOM limits performance of work-pass-exempt activities to a total of 90 days in a calendar year across visits. The Short-Term Visit Pass controls the permitted stay for each visit, and it is not extended merely because an exempt activity continues.
Use notification only for an eligible activity
The MOM e-notification terms explain that notification is not a visit pass and authorises only the stated exempt activity. It does not cover other tasks or long-term work.
Keep the activity description, date, venue, organiser, engagement record, Short-Term Visit Pass and notification acknowledgement together. Never reuse an old acknowledgement for a different event.
If one part of the trip falls outside the exemption, remove it from the visit plan or obtain the appropriate authorisation. Notification is not a general substitute for a work pass.
Control meetings that drift into operations
Prepare an agenda that distinguishes governance and discussion from execution. A board meeting may review strategy, but a founder who remains to supervise staff, approve daily customer work or deliver a paid engagement may cross into a different activity.
Name a Singapore contact who can stop or refer an unplanned task. Travel schedules change quickly, so the control must work while the visitor is here.
Preserve minutes and outputs that match the stated purpose. Do not create artificial minutes to hide operational work.
Align travel, company and payroll records
Compare the visit plan with the person’s ACRA office, employment contract, payroll, expense claims, building access and system permissions. Conflicting records can make a legitimate short visit harder to explain.
If the founder is preparing to start a Singapore job, keep the proposed employment start separate from the visit. Do not activate payroll, staff privileges or operating authority until the required pass conditions are met.
Record overseas services separately, including the contracting party and where delivery occurs. Seek advice if a cross-border arrangement does not fit a clear published example.
Brief reception, finance and project staff on the approved visit scope. They should know which requests can be handled as meetings and which requests must be referred before work begins. This avoids a visitor being drawn into operational tasks by colleagues who were not part of the travel review.
Check equipment and document access as well. A temporary visitor badge and meeting-room access may fit the stated purpose, while production-system privileges, staff approval rights or access to live customer work can tell a different story. Remove temporary access promptly after departure.

Close the trip with a factual review
After departure, compare the plan with what happened. Record an additional meeting, extended stay or changed task and decide whether future visits need a different arrangement.
Keep a calendar-year count of notified exempt days. Assign ownership to HR, mobility or company administration rather than leaving the record across personal inboxes.
