A Work Permit marriage approval pre-check confirms pass history, exemptions, documents and sequence before a couple starts PMLA.
Work Permit marriage approval must be checked before a current or former Work Permit holder marries a Singapore citizen or permanent resident. The check comes before marriage registration and, where required, before the couple completes the Pre-Marriage Long-Term Visit Pass Assessment.
The couple should verify the non-resident’s full Singapore pass history, not only the current card. Approval to marry and permission to stay are separate decisions made by different authorities.
Build the complete pass history
List every Singapore work pass in date order, including Work Permit, Training Work Permit, S Pass and Employment Pass. Record issue, expiry, cancellation and the last pass held.
MOM’s marriage and pregnancy regulations state that approval is required for a current Work Permit holder, including a Training Work Permit holder, and for a former holder whose last work pass was a Work Permit.
Do not infer the answer from how long ago the permit ended or whether the person now lives overseas. Keep old card details, approval letters and cancellation records where available.
Check the published exceptions carefully
MOM says approval is not required for a former Work Permit holder who now holds an Employment Pass or S Pass, whose last work pass was an Employment Pass or S Pass, or who is now a Singapore citizen or permanent resident.
Match the facts to the exact exception. A visit pass, dependant’s pass or overseas residence is not listed as the same thing.
MOM’s former Work Permit holder FAQ confirms that a person whose last-held pass was a Work Permit still needs approval before marriage.
Confirm who the intended spouse is
The restriction concerns marriage to a Singapore citizen or permanent resident, whether the marriage takes place in Singapore or overseas and whether it is civil, religious or customary.
Record the Singapore party’s citizenship or permanent-resident status and identity details. If status is changing, use the actual position at the relevant time and seek official guidance where needed.
Do not assume that an overseas ceremony avoids the requirement. MOM states that the approval applies to marriage in or outside Singapore.
Prepare the approval documents before fixing dates
MOM lists records for both people. The Singapore citizen or permanent resident may need NRIC, recent payslips, CPF transaction history, the latest income-tax Notice of Assessment, highest qualification and name-change documents where relevant.
The current or former Work Permit holder may need the joint declaration form, passport details or Work Permit card, recent payslips, highest qualification and name-change records. Marriage, divorce, widowhood, pregnancy and existing children can require additional documents.
Non-English records need the original and an English translation from a service provider. Check every name, date and earlier marriage before creating the submission file.
Submit through the current MOM route
Use the application route linked from MOM’s current FAQ. Both parties should review the facts and signed declaration. Keep the submission acknowledgement and any request for further information.
MOM states that it will email the outcome to the Singapore citizen or permanent resident within four weeks after receiving all required documents. Some cases may need clarification, so do not treat four weeks as an approval promise.
Do not register the marriage before required approval is obtained. If the circumstances change while the application is pending, update MOM through the authorised route.
Place the result before PMLA
The ICA PMLA page lists the MOM Letter of Approval for Marriage among the records required from existing or former Work Permit holders who need approval.
A positive MOM decision allows the marriage requirement to proceed. It does not approve a PMLA, an LTVP, entry, continued stay or employment.
Prepare the PMLA facts jointly and keep them consistent with the MOM submission. Explain genuine changes rather than copying outdated information.
Protect lawful stay and employment
Check the non-resident’s current immigration status separately. A marriage-approval application or result does not extend a visit pass or work pass.
If the person is employed, continue to follow the current work-pass conditions. If employment ends, make sure the employer completes the required cancellation and repatriation steps.
Plan housing, travel and ceremony costs around actual approvals. Avoid non-refundable commitments that assume a particular decision date.

Keep one chronology for both parties
Record application, information request, response, outcome, PMLA, marriage and later LTVP dates in one chronology. Store official acknowledgements and decisions, while limiting access to identity and income records.
If a previous marriage, child, pregnancy, name or pass record changes, update the chronology and seek advice on the correct disclosure. Accuracy matters more than presenting a simple story.
Set reminders for the expected MOM response and for follow-up only through the official channel. A delay does not permit the couple to proceed as if approval had been granted. Keep wedding vendors, family members and advisers informed only to the extent needed, without circulating sensitive income and identity records.
After the outcome, check that the names and identity numbers match the couple’s records. Resolve an apparent error with MOM before relying on the letter for PMLA or marriage registration.
