Control the MAS-licensed private banking accounts used by a Singapore single family office and its incentive fund vehicles.
A Singapore family office private banking account is not just an onboarding item. Current MAS material requires relevant fund vehicles under the family-office tax schemes to maintain a private banking account with a MAS-licensed financial institution, while the single family office framework also requires accounts with a MAS-licensed bank for the SFO and its Singapore fund vehicles. The structure needs an owned account register, authority controls and continuing evidence.
Map every legal account holder
List the single family office, each fund vehicle, general partner, trustee, holding entity and any special-purpose vehicle. For every bank and custody account, record the legal holder, institution, branch, currency, purpose, mandate, authorised signatories and opening date. Do not group several entities under a family nickname.
Reconcile the register to constitutional documents, investment-management agreements, tax-incentive award terms and bank statements. Identify accounts that are operational, investment, custody, financing or dormant. A private-bank relationship for one entity does not automatically satisfy a requirement applying to another fund vehicle.
Use the current MAS criteria
The MAS family-office tax scheme page states that fund vehicles under sections 13O, 13OA and 13U must meet the listed conditions throughout the incentive period. The criteria include maintaining a private banking account with a MAS-licensed financial institution, alongside assets, investment professionals, spending and deployment conditions.
The MAS wealth-management page says SFOs must file a Notice of Commencement of Business, maintain accounts with a MAS-licensed bank for the SFO and their Singapore fund vehicles, and submit annual returns. Read the applicable award letter, circular and current SFO exemption guidance for the exact structure.
Control mandates and signatories
Create a mandate matrix showing who may view, trade, transfer, pledge, approve fees or change beneficiaries. Apply dual approval and transaction limits where appropriate. Separate portfolio decisions, cash movement, accounting and review. Record temporary authority and end dates rather than leaving former employees or advisers on mandates.
Review signatories after staffing, succession, incapacity, entity or service-provider changes. Keep bank confirmation and internal approval for additions and removals. Test emergency access without sharing passwords or security devices. The family office should be able to operate lawfully when a key principal or employee is unavailable.
Reconcile investment and banking records
Match the investment register, custodian statement, bank statement, general ledger and administrator report. Explain unsettled trades, accrued income, fees, foreign exchange and transfers between entities. Keep beneficial-ownership and source-of-wealth records current without copying sensitive documents into broad-access working folders.
For Singapore investment conditions, tag each asset to its legal owner, classification, value source and supporting evidence. Do not infer that an asset qualifies merely because it appears in a private-bank portfolio. Escalate classification and valuation questions before a year-end threshold review.
Build a continuing-condition calendar
Schedule monthly reconciliations, quarterly mandate reviews and annual confirmations against the incentive and SFO requirements. Record responsible staff, evidence location, reviewer and exceptions. Trigger an immediate review for a bank merger, licence change, account closure, entity restructuring or movement of substantial assets.
Link the account register to the 13OA limited-partnership controls and the capital deployment evidence guide. The family-office cornerstone provides the wider governance model.
Use a controlled implementation file
Keep one dated file that links the decision, approved scope, source evidence, responsible owner, milestones, costs and final acceptance. A status label should distinguish proposed, approved, completed, claimed and paid items. This prevents an application acknowledgement or a vendor invoice from being mistaken for a completed outcome.
Review the file when ownership, scope, eligibility or timing changes. Preserve the earlier version and the reason for the change. Where a formal adviser, auditor or authority is required, record that dependency rather than replacing it with an internal assumption. Management remains responsible for accurate declarations and the commercial decision.
Stage the decision before commitment
Use four review points: fit, application or authority engagement, implementation and closeout. At the fit review, confirm the applicant, activity and business need. At the application review, freeze the requested scope and preserve the submission. During implementation, compare actual work with the approved terms. At closeout, reconcile deliverables, cost, payment, evidence and continuing obligations.
Name the person who may approve each review point and the evidence that person must see. Procurement should not treat a draft application as approval to contract. The project team should not treat a vendor completion notice as company acceptance. Finance should not treat claim submission as payment. These distinctions protect both operating quality and the integrity of any support request.
Plan for changes and exceptions
Maintain an exception log for delayed milestones, substituted staff, changed suppliers, cost movements, technical limitations and missing evidence. State the effect on scope, business benefit, eligibility and timing. Where authority approval is needed, submit the change through the official route before relying on it. Silence or a portal upload should not be read as consent.
For a material defect, pause the affected acceptance or claim item, preserve the original evidence and assign corrective action. Do not rewrite a baseline after seeing the result, backdate a document or move a cost between categories to improve the appearance of compliance. A transparent exception with a resolution is stronger than a clean file that cannot explain the actual project.
Close the project with independent readback
Have a person who did not prepare the final pack compare the approved terms, latest deliverables, invoices, full-payment evidence and operating result. Recalculate totals and test several source records. Confirm that public, employee or customer claims remain accurate. Record unresolved items separately, with owners and dates, instead of hiding them in a completion statement.
After submission, retain the acknowledgement and reconcile any questions, adjustments and final receipt to the project ledger. Continue conditions that survive closeout, including record retention, asset use, reporting or outcome commitments. The project is finished only when management can explain what was approved, what was delivered, what was paid and what must still be maintained.
Practical review checklist
- Legal account holders mapped
- MAS licence status checked
- Mandates and limits approved
- Monthly reconciliation complete
- Continuing-condition calendar active
The banking requirement should be managed as a continuing legal-entity control. Keep the correct MAS-licensed accounts open, reconcile them to the fund records, review mandates and preserve the evidence needed for incentive and SFO reporting.
