Prepare an EDGE claim file before the 1 November opening for digital solutions, integrated systems and pre-scoped equipment.
EDGE claim opening on 1 November 2026 applies to single-function digital solutions, integrated enterprise systems and pre-scoped equipment. It does not mean every approved project is ready to claim. Enterprise Singapore requires the project deliverables to be completed, all approved expenses to be paid in full and the claim to be submitted before its due date. The practical job now is to reconcile the Letter of Offer, delivered solution, payment trail and eligibility before anyone opens the Business Grants Portal claim form.
Confirm that this claim can open on 1 November
Start with the approved activity name and Letter of Offer. The current EDGE FAQ separates the 1 November opening for digital solutions, integrated enterprise systems and pre-scoped equipment from the 1 December opening for other activities. Record the activity, reference, project end date and claim due date. A familiar vendor name or software category is not enough to decide which date applies.
Check the live BGP record before planning submission. A project may still be in delivery, a change request may be pending or the claim form may not yet be available for that record. Treat 1 November as the earliest permitted date, not as a deadline or a reason to file an incomplete package. Where facts conflict, the accepted Letter of Offer and current official record control.
Match every deliverable to evidence
Create a deliverable table using the exact wording in the Letter of Offer. For each item, name the evidence, owner, completion date and reviewer. Screenshots should show the implemented function and relevant company context. Reports should be final, dated and attributable. A supplier’s generic product brochure cannot prove that the approved system was deployed for the applicant.
The integrated ERP activity page requires the approved deliverables and identifies a unique identifier such as a licence number, user ID or user email. Reconcile that identifier to the quotation, invoice, deployment record and live system. If the identifier changed, keep the reason and supporting record rather than silently substituting a new value at claim time.
Prove full payment from the applicant
List every approved invoice, credit note, tax amount, payment date and bank reference. Confirm that the applicant paid the expenses in full. If another party paid first, retain the reimbursement evidence required by the activity page and make the commercial reason clear. Exclude unpaid balances, unsupported extras and amounts outside the approved cost lines from the claimed schedule.
Reconcile the schedule to the bank statement and general ledger. A bank debit proves that money moved, but the invoice and approved scope prove what it was for. Check supplier legal names, invoice numbers and currency conversions. Ask finance to resolve differences before the submission owner uploads documents, because a portal explanation cannot repair a weak accounting trail.
Test continuing eligibility
EDGE eligibility continues through claim submission. Recheck Singapore registration, operating status, local ownership and any activity-specific condition. Note share transfers, group changes or business closures since approval. The company should not submit a declaration based only on the application file if its circumstances have changed during implementation.
Record the date and evidence used for the review. If the company may no longer meet a condition, stop and obtain official guidance. Do not hide the change inside a supporting document or assume that approval fixed eligibility permanently. The related ownership-change claim guide explains the later-stage evidence review.
Set up disbursement details early
Confirm that PayNow Corporate or GIRO is ready for the applicant’s bank account. Enterprise Singapore states that disbursement cannot proceed without one of these methods. For PayNow Corporate, verify the company UEN and any suffix with the bank. Keep a dated internal confirmation, but do not place banking credentials or access details in the article or shared project file.
The activity page indicates that PayNow disbursement is expected within 14 working days after claim approval, while GIRO may take up to eight weeks. These are post-approval timelines, not promises about claim assessment. Cash-flow planning should allow for clarification requests, approval time and the possibility that some costs are not supported.
Approve one clean submission pack
Give the claim owner a locked index containing the accepted Letter of Offer, deliverable evidence, invoices, payment evidence, eligibility review, translations and disbursement confirmation. Mark superseded versions clearly. The approver should trace a sample from approved cost to invoice, bank payment, deliverable and ledger without relying on the vendor’s explanation.
Keep submission authority with the applicant. Record who entered the form, who reviewed it and when the final acknowledgement was saved. The single final claim closeout guide helps reconcile the whole project, while the business support cornerstone remains the broader route guide.
Run a claim-room review
Hold a short review with the project owner, finance, system owner and claim submitter. Walk through the approved costs and deliverables in order. Ask each owner to open the source record rather than confirming from memory. Record missing items, the person responsible and a completion date. The meeting should end with a clear decision to submit, wait for evidence or seek official clarification.
Test the file against a simple scenario. If a reviewer selects one invoice, can the team show the approved cost line, delivered function, unique identifier, acceptance evidence, full payment and ledger entry? If the reviewer selects one deliverable, can the team show who accepted it and when? Repeat until the result does not depend on one vendor contact or an unexplained spreadsheet cell.
After submission, save the acknowledgement and compare the portal summary with the approved claim schedule. Monitor official requests through the applicant’s authorised contact and answer from the controlled file. If an upload or submission appears to time out, read the current BGP status before trying again. Preserve each clarification and final decision with the claim pack.
A sound 1 November claim is one the applicant can trace from approval to delivery, payment and current eligibility. Finish that reconciliation first, then submit once through the authorised company account and retain the acknowledgement with the final file.
