EDGE project termination: reconcile the annual cap year

Reconcile an EDGE project termination with the original approval year before treating returned support as available grant capacity.

An EDGE project termination can return grant support to the company’s annual cap, but the restored amount does not automatically become usable in the current cap period. Enterprise Singapore says that when an approved project is terminated without any claim, the grant amount returns to the annual cap balance for the year in which the project was originally approved. The cap runs from 1 April to 31 March, so the approval year must be identified before management plans a replacement application.

Start with the original approval record

Retrieve the application, approval notice, accepted Letter of Offer, grant amount, activity and project dates. Record the official approval date and the cap period containing that date. Do not use the intended project start, accounting year or termination date as a substitute for the approval date.

Confirm that no claim has been submitted. The current EDGE FAQ describes restoration where the company terminates an approved project without making any claims. A draft claim, supplier invoice or internal closeout is not the same as the official portal record, so read the live status before relying on the rule.

Separate three different balances

Maintain separate fields for the original annual grant cap, support reserved by approved projects and support actually claimed or disbursed. A project can reserve capacity before cash is received. Termination changes the reserved position, while a completed claim changes utilisation. Combining these figures makes it easy to overstate what remains available.

Also track the S$30,000 sub-cap for specified single-function digital solutions, integrated enterprise systems and pre-scoped equipment. Restoring an amount to the overall S$100,000 cap does not erase the need to test the relevant activity sub-cap.

Apply the 1 April cap boundary

EDGE cap years begin on 1 April and end on 31 March. Label the original approval period explicitly, such as 1 April 2026 to 31 March 2027. If the project is terminated in a later period, the official rule still points the amount back to the original approval year.

This matters near year end. A restored historical balance may have no practical value after that period has closed. Do not move it into the new period in an internal spreadsheet or tell management it can fund a current proposal unless the live official record supports that conclusion.

Verify the EDGE project termination

Obtain the termination acknowledgement and check the application status in the official system. If a request times out or the page becomes quiet, read the current record before retrying. A pending request is not a completed termination, and repeated submissions can complicate the audit trail.

Record the EDGE project termination date, reference and person who verified the live result. Preserve any agency correspondence about the cap effect. A supplier cancellation or an internal board decision may be necessary commercial evidence, but neither proves that Enterprise Singapore has updated the cap balance.

Close supplier and accounting obligations

Termination of grant support does not cancel a contract, purchase order, subscription or deposit. Review the supplier agreement separately. Identify cancellation charges, work already delivered, intellectual-property ownership, data return and access shutdown. Management must decide how to settle these obligations without assuming reimbursement.

Finance should record any credit note, refund, write-off or expense against the actual commercial outcome. Do not reverse costs merely because the grant project ended. Keep the grant-cap reconciliation and the accounting treatment connected but distinct.

Test whether a replacement project is genuinely new

Compare the replacement scope, supplier, deliverables, business problem and commitment timeline with the terminated project. EDGE supports new projects. Renaming substantially the same work after it started does not make it a fresh project, and the company must not seek duplicate support for the same eligible expenses.

Use the Singapore business support decision guide to decide whether another EDGE activity, a financing route or an unfunded commercial project now fits better. Stop if the proposal exists mainly to consume a perceived balance.

Build an approval-year reconciliation

Create one row per application showing approval date, cap year, approved support, claims made, termination reference, amount expected to be restored, portal balance and any difference. Attach a screenshot or exported record from the authorised system without exposing credentials or personal data.

Have the project owner confirm that no deliverable is being claimed and finance confirm the payment and supplier position. A second reviewer should verify the cap-year calculation. Leave unexplained differences open instead of forcing the register to balance.

Decide only from the verified current balance

A new application should be based on a current programme fit, available cap and uncommitted project. Record the date the available balance was checked, because approvals, claims and concurrent applications can change it. Treat an internal forecast as planning information, not an agency confirmation.

The EDGE annual cap allocation register explains portfolio-level tracking. This termination guide adds the approval-year control needed when an unclaimed project ends. Together they prevent restored support from being counted in the wrong period.

Work through a two-period example

Assume an EDGE project was approved on 15 February 2027, within the cap period ending 31 March 2027. The company terminates it without a claim on 20 April 2027. Under the official wording, the amount returns to the year in which the project was originally approved. The company should not add that amount to the fresh cap period beginning 1 April 2027 merely because the termination happened then.

Now compare a project approved on 10 April 2027 and terminated in August of the same cap period. Subject to the live system and all other applications, restoration to that approval year may affect usable capacity. The difference turns on the approval period, not the number of days between approval and termination. Keep both examples in the internal procedure so staff do not apply a calendar-year shortcut.

If the portal balance does not match the expected treatment, record the difference and enquire through the official channel. Do not submit a replacement application on the assumption that the higher internal number will eventually appear. A valid business project can wait for a clear cap position; an invented balance can create a misleading declaration and an avoidable cash-flow commitment.

The safe outcome of an EDGE project termination is a year-specific reconciliation, not an assumption that termination creates fresh money. Verify the official result, preserve the commercial closeout and use only the live cap balance for any future EDGE decision.
