Map EDGE freight management data, owners and exceptions before selecting a supported logistics solution.
EDGE freight management support is most useful when a logistics company can show exactly where shipment information breaks down. Buying software before mapping bookings, documents, milestones and exceptions can digitise the same duplicate work without improving control.
Trace one shipment from quote to closure
Choose a recent air, sea or land shipment and follow it from customer quotation through booking, declaration, transport milestones, delivery, invoicing and file closure. List every spreadsheet, message, portal and paper record used. Record who enters each field and who relies on it next. Repeat the trace for an export, an import and a cross-border exception.
Mark each re-entry, missing timestamp, unmatched reference and manual status request. These observations form the current-state evidence. They are more useful than a general claim that staff spend too much time on administration because the company can later test whether the new process actually removes the named handoffs.
Use the current activity boundary
The official EDGE freight management activity is aimed at digitalising information flow in freight-forwarding operations across air, sea and land. It identifies logistics as the sector and describes software costs, the project period and the current support caps. Confirm the live page again before application.
Do not assume that every logistics purchase belongs in this activity. Warehouse equipment, fleet hardware, an enterprise resource planning system and a large integration project may have different activity routes and evidence requirements. Start from the process problem, then use the current EDGE directory or BizSG recommendation to identify the appropriate route.
Create a shipment data dictionary
List the fields that must remain consistent: customer, shipper, consignee, transport mode, booking reference, container or airway bill, commodity, Harmonised System code, quantity, weight, value, origin, destination, permit, milestone, charge and invoice. For each field, name its source, owner, validation rule and downstream use.
Separate master data from transaction data. A customer address or charge code may be reused, while a vessel departure or customs permit belongs to one shipment. Identify which system becomes the authorised source after implementation. If two systems remain authoritative, define the reconciliation rather than assuming an interface will resolve the conflict.
Design for exceptions, not only the normal case
Document late cargo, rolled bookings, customs queries, damaged goods, partial deliveries, revised charges and cancelled shipments. Ask who may change a milestone and whether the reason is retained. A smooth demonstration with perfect data does not show how the solution behaves when a shipment changes after documents have been issued.
Create acceptance tests with one normal case and at least four exceptions. Each test should state the starting record, user action, expected alert, approval, downstream update and audit trail. These cases help the vendor estimate configuration work and give staff a practical basis for training.
Set measurable results
Choose measures that the company can reproduce. Examples include minutes from booking to job creation, duplicate fields entered per shipment, status requests answered manually, missing document incidents, billing delay and correction notes. Capture a dated sample before the project, with enough cases to show ordinary variation.
Do not turn a supplier estimate into a company fact. Record the baseline source, sample period, exclusions and calculation. Project a reasonable improvement and keep the arithmetic. After implementation, use the same definition and sample method. The Singapore business support decision guide provides the wider investment test.
Control users and implementation
List operations, customer service, compliance, finance and management users. Assign permissions by responsibility. Confirm how external agents, carriers and customers interact without gaining unnecessary access. Keep the supported digital solution within the applicant entity, as required by the current EDGE FAQ.
Map data migration, configuration, interfaces, training and cutover. State which legacy records must move and which can remain in a controlled archive. Plan a reconciliation of open shipments at cutover. A new system should not create two incomplete shipment records while staff wait for old jobs to close.
Match the proposal to grant records
Reconcile the vendor package, user count, subscription period, implementation services and project dates with the selected activity. The general EDGE FAQ explains that supportability depends on the chosen activity and that one application is submitted for each activity. It also confirms the reimbursement model and applicant responsibility.
Keep the application receipt, accepted Letter of Offer, invoices, payment evidence, unique identifiers, deployment screenshots, training records and completion evidence. If a submission or payment action times out, check the official record before trying again. The grant file should be reconstructable without relying on a vendor mailbox.
Decide whether the project is ready
Proceed when the company has a defined shipment flow, reliable baseline, named data owners, suitable solution and enough internal time for implementation. Pause when the desired process is still disputed, source data cannot be trusted or the quotation omits migration and exception handling. Grant availability does not repair an unclear operating design.
Review the design with staff who create and correct shipment records, not only managers who read reports. Their evidence will reveal the work that a sales demonstration misses. A useful EDGE freight management project gives them one controlled flow and gives management measurable visibility without hiding operational exceptions.
The strongest freight digitisation case begins with one traced shipment and ends with a tested, owned data flow. That record lets the company compare solutions fairly and judge the investment even if grant support is not approved.
Use a worked shipment control sheet
Create a single-page control sheet for one representative shipment. Show the booking reference, source document for every key field, system timestamp, responsible user and downstream output. Add a column for the old manual action and another for the configured future action. This makes the claimed process improvement visible without relying on a product demonstration.
Repeat the sheet after deployment and compare it with the baseline. Investigate any field still re-entered or reconciled outside the system. Some manual work may remain for a sound compliance or customer reason. Record that reason rather than claiming complete automation. The result should be fewer uncontrolled handoffs, not a target of removing every human decision.
