NTS Occupation List hiring from September 2026 requires the right occupation, sector licence, quota, source country and salary evidence.
NTS Occupation List September 2026 hiring is available only where the job, employer sector, required licence, source country, quota and salary all fit the Work Permit rules. An occupation title in a vacancy or employment contract does not establish eligibility by itself.
Employers should test the complete case before recruiting or promising a start date. The file should connect the worker’s actual duties to an eligible occupation and connect the employing entity to the correct sector licence and quota position.
Identify the NTS Occupation List September 2026 additions
The current MOM FAQ on the new NTS occupations sets out the occupation-specific employer conditions from 1 September 2026. The additions cover roles in air transportation, childcare and food services.
For this reason, Cabin attendants require an employer with a valid Singapore Air Operator Certificate or a Foreign Operator’s Permit while operating scheduled services to or from Singapore. Childcare roles require a valid Early Childhood Development Centre licence or appointment under the ChildMinding Pilot, depending on the role.
For specified food-services roles, the firm needs a Services-sector work pass account and a valid Singapore Food Agency Food Shop or Supermarket licence. The licence must be in the firm’s name as registered with ACRA.
Use MOM’s exact occupation wording in the assessment file. Compare the daily duties, reporting line, work location and licence coverage with that wording. A broad title such as operations assistant or service crew may conceal duties that do not fit the listed role.
Check the employing entity and licence
In practice, the UEN on the work pass account, employment contract, payroll and sector licence should identify the same employer. A group company cannot normally rely on a licence held by another entity merely because both use the same brand or premises.
Download the current licence record and note the licence number, holder, address, activity, issue date and expiry. Confirm that it covers the site and work the employee will perform. If a renewal is approaching, plan for the possibility that the Work Permit decision or employment period extends beyond it.
For outsourced or deployed workers, establish which entity is the legal employer and where duties will be performed. Obtain advice where the operating arrangement could conflict with sector or work pass rules. Do not rewrite a job description to resemble a listed occupation while the actual work remains different.
Apply the source-country and worker checks
At the same time, the NTS framework permits hiring from specified non-traditional source countries for listed occupations. Confirm the worker’s nationality against the current MOM source requirements at the time of application. Keep a clear passport copy and reconcile the name, date of birth and passport number across the application documents.
Check age, prior work pass history, medical requirements, security bond, insurance and any occupation-specific qualifications. The new occupation list does not remove the general Work Permit conditions that apply to the employer and worker.
Explain the role and salary to the candidate accurately. Recruitment documents should not promise a different occupation, workplace or compensation from the application. Keep the signed employment terms and any licensed-agency records.
Calculate the NTS sub-quota before offering the role
As a result, MOM’s 2026 foreign workforce policy factsheet states that firms using the NTS Occupation List remain subject to an 8 per cent NTS sub-Dependency Ratio Ceiling. The sub-quota operates within the employer’s wider sector quota.
Obtain the current local workforce and foreign workforce figures used for the quota calculation. Identify Work Permit holders already counted under the NTS sub-quota, applications in progress and employees whose cancellation or renewal may change capacity.
Run the calculation for the proposed start month and a downside case. CPF records and workforce changes can affect the available quota. Do not issue several offers against the same single place or assume that a pending cancellation creates immediate capacity.
For example, Save the date, source and reviewer for every quota calculation. Recheck immediately before submission because a correct calculation made during recruitment can become stale.
Meet the fixed monthly salary requirement
The policy factsheet states a fixed monthly salary of at least S$2,000 for Work Permit holders employed under the NTS Occupation List. Fixed monthly salary should be distinguished from overtime, bonuses, allowances that do not qualify as fixed salary and deductions.
Set the salary consistently in the application, employment contract, payroll system and cost forecast. Check accommodation, transport and other employment terms separately. Paying the minimum fixed salary does not remove the Employment Act or sector requirements.
In addition, Budget for levy, insurance, security bond where applicable, medical costs, recruitment fees, housing, transport and training. The hiring decision should remain commercially workable after all employer costs are included.

Control the application and first day
Have a second reviewer compare the final application with the passport, job description, licence, quota calculation and salary terms. Record the version submitted and keep the acknowledgement. Do not begin work before the permit and arrival steps allow it.
For this reason, at onboarding, place the worker in the approved occupation and worksite. Give supervisors the filed job description and tell them to escalate material duty changes. Payroll should verify the fixed monthly salary and permitted deductions from the first month.
Review the licence, quota, occupation and salary at renewal and after any business transfer or worksite change. If the firm stops holding the required licence or changes the worker’s role, obtain advice promptly instead of waiting for the Work Permit expiry.
