13O and 13U local business spending needs an annual ledger that proves the amount, Singapore connection, payer and supporting documents.

13O and 13U local business spending should be tracked from the start of each financial year. The current Singapore single family office framework uses tiered spending conditions with a minimum S$200,000 of local business spending. The fund’s award letter and applicable conditions remain the controlling record for its exact requirement.

A general ledger total is not enough. The annual file should show which entity paid, who supplied the service, why the expense has a Singapore connection and how the amount reconciles to the audited or final accounts.

Start with the fund’s own conditions

The current Singapore single family office setup guide describes the 13O and 13U entry criteria. It states a minimum fund size of S$20 million for 13O and S$50 million for 13U, together with investment-professional, spending and capital-deployment conditions.

For this reason, do not turn the guide’s minimum into the fund’s final annual target. Record the exemption section, approval date, basis period, asset tier and any conditions stated in the MAS approval or subsequent correspondence. Changes in assets under management may affect the applicable spending tier.

The IRAS Budget 2024 tax overview records the extension of the fund tax incentive schemes to 31 December 2029 and revisions to economic criteria from 1 January 2025. Review the current framework for the relevant year rather than relying on the fund’s launch presentation.

Define the reporting perimeter

Map the fund vehicle, single family office, holding entities and service companies. The same family may control all of them, but an expense paid by one entity does not automatically become spending of another.

In practice, For each invoice, record the contracting party, invoice addressee, payer, accounting entity and beneficiary. If the family office recharges the fund, preserve the underlying invoice, allocation method, recharge document and settlement evidence.

Separate local business spending from personal family expenditure, investment principal, distributions and costs belonging to another vehicle. A Singapore payment address alone does not establish the expense’s character.

Coordinate the spending schedule with the fund administrator and tax agent. The closing total should agree with the relevant ledger accounts and any statutory financial statements. Differences need an explanation, not a manual balancing line.

Test the Singapore connection

At the same time, Capture the supplier’s legal name, UEN where available, registered location, service description and performance period. Keep contracts, engagement letters, invoices and proof of payment. For a regional group supplier, identify the Singapore entity that actually contracted and performed the service.

Common categories may include fund administration, audit, tax, legal, compliance, custody, banking, technology, office and professional staff costs. Classification should follow the applicable conditions and facts. Do not treat a list of examples as automatic approval for every invoice with a similar label.

Where a service spans Singapore and other countries, obtain a reasonable allocation. Time records, deliverables, user counts or contract pricing may provide a better basis than revenue. Record why the basis reflects the service received.

As a result, Foreign-currency expenses need a consistent translation method. Preserve the original amount, currency, exchange rate source, Singapore-dollar value and payment date. Avoid switching rates merely to reach the annual threshold.

Run a monthly evidence close

Create a local-spending code in the accounting system, but keep it provisional until review. Accounts staff can attach invoices and payment evidence during posting. The compliance owner then confirms perimeter, Singapore connection and category.

Reconcile the schedule monthly. Show actual eligible spending, items under review, the applicable annual requirement and forecast headroom. A year-end gap is harder to address responsibly because rushed purchases may not serve a genuine business purpose.

For example, do not accelerate, duplicate or prepay expenses solely to reach the threshold without checking accounting recognition and the incentive conditions. The payment date, service period and deductibility may point to different years.

Keep rejected items in the schedule with a reason. This lets reviewers understand why the ledger total differs from the compliance total and prevents the same invoice from returning as unexplained spending later.

Give each amount a traceable record

Assign a unique evidence reference to each schedule line. Store signed contracts, invoices and payment records under that reference. Hyperlinks should point to controlled files rather than personal email folders that may become unavailable.

Report exceptions before year end

The dashboard should show forecast spending, evidence complete, evidence missing and amounts rejected. Escalate a forecast shortfall with enough time for the family office to review real operating needs. Do not solve it with an unrelated purchase.
