A ONE Pass spouse may work or run a business with the appropriate Letter of Consent. The route depends on the spouse’s family pass and role.
A ONE Pass spouse Letter of Consent can allow the spouse of an Overseas Networks and Expertise Pass holder to work for one employer or operate one business in Singapore. The route depends on whether the spouse holds a Dependant’s Pass as a legally married spouse or a Long-Term Visit Pass as a recognised common-law spouse.
The spouse should not begin paid work or business activity before the correct approval is in place. Other dependants do not receive the same spouse route and generally need their own work pass.
Start with the family relationship and stay pass
The current MOM family-pass guide allows a legally married spouse to hold a Dependant’s Pass. A common-law spouse whose relationship is recognised under the laws of the relevant country or region may use a Long-Term Visit Pass.
For this reason, check the family relationship evidence and the exact pass issued. The work application and applicant differ between the two routes. A general statement that the person is a ONE Pass dependant is not enough.
Children, parents and other eligible dependants have separate stay routes. They do not become eligible for the spouse Letter of Consent merely because they hold a Dependant’s Pass or Long-Term Visit Pass linked to the main holder.
Choose employment or business activity
A spouse may work for an employer or operate a business, but the application should describe the actual role. For employment, identify the employer, position, duties and work location. For a business, identify the entity, ownership, activity and the spouse’s operational role.
In practice, do not use a business route to cover work for an unrelated employer. Do not treat a passive shareholding as automatic permission to manage the company. Match the approval to the activity the spouse will perform.
Where the work is regulated, confirm any professional, sector or licence conditions separately. A Letter of Consent does not replace an employment-agency, healthcare, financial-services or other occupational requirement.
Use the Dependant’s Pass spouse route correctly
MOM’s working guide for Dependant’s Pass spouses says a spouse can work or operate a business with a Letter of Consent. An employer applies for employment, while the candidate or an appointed employment agent can apply where the candidate operates a business.
At the same time, the Dependant’s Pass should have at least three months of validity when the application is made. Renew it first if the remaining period is shorter. MOM states that most applications are processed within four weeks.
The Letter of Consent lasts up to the expiry of the Dependant’s Pass. Record both dates in the employer or company calendar so continued work is not assumed after the stay pass expires.
Use the Long-Term Visit Pass spouse route correctly
The MOM guide for common-law spouses says the prospective employer submits the Letter of Consent application for the common-law spouse.
As a result, Prepare the current form and supporting documents required by MOM. Check that the relationship and Long-Term Visit Pass details match the family-pass records. Do not apply through the ordinary Dependant’s Pass route.
Other Long-Term Visit Pass holders who are not common-law spouses need an Employment Pass, S Pass or Work Permit if they wish to work. The employer must assess the relevant work-pass criteria.

Do not start while the application is pending
Set a proposed start date that allows for processing and any additional information request. A job offer or company incorporation does not grant permission to perform paid work.
For example, the employer should keep the approval and verify the digital work status before onboarding. The business owner should retain the Letter of Consent with the company records and ensure that the approved activity matches actual operations.
If the spouse already holds another work pass, check the cancellation and issuance sequence before changing routes. Avoid a gap or overlap based on assumptions about automatic conversion.
One spouse can hold only one Letter of Consent
MOM’s ONE Pass FAQ states that a spouse can hold only one Letter of Consent and can work for only one employer. A spouse operating a business is treated as employed by that company and cannot also use another Letter of Consent for a second employer.
In addition, Choose the principal activity before applying. If the spouse wants to leave employment and run a business, or leave the business and join an employer, confirm the cancellation and fresh-application steps with MOM.
Do not divide one person’s work across related companies without checking the approved employer and duties. Common ownership does not turn several entities into one employer.
Understand the alternatives
A spouse who qualifies for an Employment Pass or S Pass may use that route. MOM explains that the person then receives the work and stay privileges of the new pass and no longer needs the Dependant’s Pass.
For this reason, a Dependant’s Pass holder who receives a Work Permit may need to hold both the Work Permit and the ONE Pass-linked Dependant’s Pass, subject to the current MOM rules. The Work Permit validity is tied to the Dependant’s Pass validity.
Compare independence of stay, employer flexibility, eligibility and renewal effects before choosing. The simplest application today may not be the best route if the spouse expects several employer changes.
Monitor changes and expiry
Keep the main ONE Pass, spouse stay pass and Letter of Consent expiry dates together. A change to the main holder’s status can affect the family pass and the spouse’s permission to work.
In practice, record employer, role, business and contact changes. Use the current MOM notification, renewal, cancellation or replacement route as the facts require. Do not wait for an annual review if the approved activity has ended.
