A Singapore R and D tax deduction needs a qualifying project, beneficiary analysis, cost schedule and completed claim form supported by current records.

A Singapore R and D tax deduction should begin with the project facts, not the size of the expenditure. The company needs to show that the work is a qualifying research and development project, that it is the beneficiary of the work and that the claimed staff costs, consumables and other amounts follow the correct statutory treatment.

Ordinary product improvement, routine testing or adapting an existing solution is not automatically qualifying research and development. Record the technological or scientific uncertainty and the investigative work while the project is active.

Identify the project and uncertainty

The current IRAS research and development tax guidance explains that a project must meet the statutory requirements in the Income Tax Act and fall outside the excluded activities. Write a project statement before preparing the tax computation.

For this reason, Describe the field, existing knowledge, uncertainty, hypothesis, investigation and outcome sought. State why a competent professional could not readily resolve the uncertainty using publicly available knowledge.

Keep failed trials and changes of direction. Research and development can succeed or fail, but a perfect retrospective story with no evidence of uncertainty is less persuasive than genuine contemporaneous records.

Confirm who benefits from the work

IRAS says the claimant generally must bear the financial burden and effectively own and be able to commercially exploit the know-how, intellectual property or other project results. A service provider working for a customer under a fee arrangement will generally not claim the customer’s research and development benefit.

In practice, review contracts between group companies, customers, universities and research providers. Record who funds the work, owns background and developed intellectual property, controls the project and can use the outcome.

A project performed in Singapore by one entity does not automatically give another group company the claim. Align the tax position with the contract and actual conduct.

Separate Singapore, overseas and mixed work

Location affects the available deduction. Map each work package and team to where the research and development was carried out. A project managed in Singapore may still include material overseas work.

At the same time, the current IRAS table distinguishes qualifying research and development undertaken in Singapore from overseas work. For YAs 2024 to 2028, qualifying Singapore work can receive the base deduction and enhanced deductions on qualifying staff costs and consumables, while overseas work generally has a different treatment and trade connection.

For a mixed project, keep time, location and cost records that support the split. Do not allocate all work to Singapore because the project owner sits here.

Build the qualifying expenditure schedule

Start with the general ledger and payroll, then identify costs that relate to the qualifying project. Staff costs should follow the actual employees and time spent. Directors’ fees are excluded from the enhanced staff-cost category described by IRAS.

As a result, Consumables should be used directly in the research and development. Separate equipment, subcontractor fees, shared overheads and costs supported by a government grant. The tax treatment may differ by cost and arrangement.

Reconcile every schedule total to the tax computation and financial statements. Keep the allocation method consistent unless the project facts changed.

Understand the YA 2024 to YA 2028 enhancement

IRAS states that qualifying research and development undertaken in Singapore can receive a 100% base deduction, an additional 300% deduction on the first S$400,000 of qualifying staff costs and consumables, and an additional 150% deduction on the balance for YAs 2024 to 2028, subject to the conditions.

For example, the Enterprise Innovation Scheme page also explains the option for eligible businesses to convert qualifying expenditure across EIS activities into a cash payout. The company must choose the treatment carefully and must not obtain both a tax deduction and cash payout for the same expenditure.

Model the tax and cash effect using the company’s actual taxable position. A large deduction may have limited immediate value for a loss-making company, while the cash option has its own cap and conditions.

Complete the R and D claim form

IRAS requires the company to complete the research and development claim form for the relevant YA. A Form C filer submits it with the return. A Form C-S or Form C-S Lite filer retains the completed form and provides it if IRAS asks.

In addition, Supporting documents are not normally filed with the return, but the company must keep them. The absence of an upload field does not reduce the evidence standard.

Have the technical lead review the project description and finance review the cost schedule. The tax preparer should not invent the technical narrative after year end.

Review grant and related-party effects

Identify government grants or statutory-board support connected to the project. The Form C guidance requires relevant expenditure to be reported net of specified grants. Avoid claiming a deduction on a cost the company did not bear.
