A work-pass family with a baby born in Singapore should register the birth, obtain a passport and secure a valid pass before the 42-day Special Pass ends.
A newborn Dependant’s Pass sequence begins as soon as a non-Singapore citizen baby is born in Singapore. Register the birth, obtain the digital birth certificate and ICA advisory note, apply for the baby’s passport, and have the eligible work-pass holder’s employer apply for the appropriate pass.
The ICA Special Pass is valid for 42 days from birth. It is a short period for civil registration, embassy work and an MOM application, so the family should assign each task before leaving hospital.
Confirm which parent has dependant privileges
MOM’s route applies where an eligible Employment Pass or S Pass holder can sponsor a Dependant’s Pass through the employer. Check the main pass, salary, employer sponsorship and current family eligibility before preparing the baby’s application.
For this reason, families of Overseas Networks and Expertise Pass holders, Personalised Employment Pass holders, EntrePass holders or sponsored Employment Pass holders may have a different submission route. Use the current MOM page for the main pass type instead of assuming that the employer always files.
If the baby will use another immigration status, confirm that route with ICA or MOM early. The 42-day stay period still needs active management.
Register the birth and save the advisory note
ICA’s birth registration page explains the digital birth certificate and regularisation of stay for a child who is not a Singapore citizen. The birth particulars must be provided within the statutory period, and the advisory note issued with the birth certificate shows the Special Pass expiry.
In practice, MOM advises parents to register the birth within 14 calendar days. Treat that as the working deadline. Check the child’s name, sex, date, place of birth and parents’ particulars carefully before completing the record.
Download the digital birth certificate and advisory note into a secure family file. Do not rely on a screenshot of the expiry date. Share the documents only with the embassy, employer, authorised employment agent and authorities that need them.
Start the passport application immediately
Contact the child’s embassy or high commission for its birth, nationality and passport requirements. The documents, appointment process and processing time depend on the child’s nationality.
At the same time, prepare parent passports, marriage or relationship records, the Singapore birth certificate, photographs and any nationality declaration required by the foreign authority. Confirm whether both parents must attend or consent.
Keep the passport application receipt or embassy letter. MOM’s newborn guidance says this evidence can be uploaded if the passport is not ready when the Dependant’s Pass application is filed. The passport must be ready before the pass can be issued.
Give the employer a complete application pack
For an eligible Employment Pass or S Pass family, the employer or appointed employment agent submits through myMOM Portal. Provide the child’s birth certificate, passport or proof of application, parents’ identity details and the other current documents requested.
As a result, confirm the baby’s name format across the birth certificate, passport application and MOM form. Where the passport is pending, agree who will provide the final passport number and expiry date as soon as it is issued.
MOM states that most online applications receive an outcome within three weeks. This is a processing indication, not a guarantee. File early enough to manage a document request or passport delay.

Put the actual dates beside each task. Day numbers are useful for planning, but the advisory note and official acknowledgements control the family’s deadlines.
Request a Special Pass extension only when needed
For example, if the baby’s passport is not ready and the ICA advisory note expires within seven days, MOM says the family can request an extension of the Special Pass. Provide the proof of passport application and current pass record.
Where MOM has already issued a newborn Special Pass, its guidance says the pass can be auto-extended for 28 days if the baby’s Dependant’s Pass is not ready. Monitor the registered mobile number and verify the updated expiry rather than assuming an extension occurred.
If the family does not intend to obtain a Dependant’s Pass, contact ICA about a visit pass or extension. If an application is unsuccessful, the child must leave before the Special Pass expires or the family must obtain the appropriate ICA approval. MOM says it will not extend the newborn Special Pass after an unsuccessful DP application.
Issue the approved pass and check the record

Provide the baby’s final passport details, Singapore address and contact information. Check whether a photograph or appointment is required for the baby’s case. Retain the notification letter until the digital pass and any physical card are correct.
Compare the baby’s name, nationality, date of birth, passport number and pass expiry. Report an error promptly through the official route.
Update the family’s practical records carefully
For this reason, provide the new status to the insurer, healthcare provider or other organisation only where required. Keep passport, birth and pass documents out of shared family messaging groups and ordinary photo libraries.
Review travel plans. A pending application, expired Special Pass or passport application receipt is not a travel document. Confirm the baby’s passport, immigration pass and destination entry requirements before booking or departure.
