Singapore GST reverse: Singapore GST reverse charge can apply when a business in Singapore buys services from overseas and is not entitled to full input tax recovery. The business accounts for GST as if it supplied the service to itself, then claims only the input tax allowed under the normal recovery rules. Since 1 January 2023, the regime also covers relevant low-value goods.
Finance teams should identify affected businesses and transactions before the GST return is prepared. Overseas software, professional advice, management charges and fund or investment services can otherwise sit in accounts payable without the required tax treatment.
Identify whether the business is an RC Business
IRAS’s current GST and digital economy guidance for local businesses says a GST-registered person belongs in the reverse-charge population when it is not entitled to full input tax credit, including where it makes exempt supplies or has non-business receipts.
For this reason, Common examples include financial institutions, investment-holding companies with substantial interest income, mixed-use property developers and charities. The answer depends on the business’s actual supplies and input tax recovery position, not only its industry label.
For a GST group, review the group’s recovery position. Document the legal entity, GST registration, business activities, exempt supplies, non-business receipts and the input tax method used.
Check non-registered businesses for registration liability
A non-GST-registered business that would not receive full input tax credit if registered must monitor its taxable turnover and the total value of imported services and low-value goods. IRAS states that registration can be required when the relevant value exceeds S$1 million over a 12-month period.
In practice, do not monitor overseas purchases only at year end. Use a rolling schedule by invoice or payment date and separate imported services, low-value goods and excluded items. Keep the basis for currency conversion.
Where the threshold position is close or the business belongs to a group, obtain advice early. Late registration can create tax, interest, penalties and systems work that was not priced into the overseas contract.
Map imported services and low-value goods
Start with vendors outside Singapore and identify what each supplies. Common categories include software subscriptions, cloud hosting, research, legal or tax advice, management services, data, advertising and investment services. Review intercompany charges as carefully as third-party invoices.

For low-value goods, confirm the purchase route, supplier, marketplace or redeliverer and whether GST was already charged. Avoid accounting twice for the same purchase.
Separate reverse charge from overseas vendor registration
Under overseas vendor registration, a GST-registered overseas vendor charges GST on business-to-consumer supplies. A GST-registered Singapore business should provide its GST registration number for qualifying business purchases so the overseas vendor can apply the correct treatment.
As a result, if the Singapore customer is an RC Business, it may still need to account for reverse charge rather than treating an overseas invoice without GST as tax-free. Preserve the vendor invoice, customer GST status given and the reverse-charge assessment.
Where a vendor charged GST incorrectly, request a corrected invoice. Do not claim tax merely because an overseas invoice displays a GST amount.

Fix the time of supply
IRAS’s time-of-supply guidance says a reverse-charge transaction is generally treated as taking place at the earlier of invoice issuance or payment. The service performance date alone does not necessarily determine the GST period.
For example, Recurring subscriptions and intercompany charges need both dates and the selected GST return period. Review prepayments, credit notes, cancellations and late invoices. A manual quarter-end journal without transaction dates is difficult to defend.
Where an imported service spans rate or registration changes, apply the relevant transitional and time-of-supply rules rather than using the current rate across the whole contract.
Report the output and input sides correctly
The current GST return guidance requires the value subject to reverse charge in box 14 and also in standard-rated supplies in box 1. The output tax is accounted for, while the allowable portion may be claimed as input tax under the normal rules.
In addition, the finance team should reconcile the return to the reverse-charge ledger. Explain exclusions, exchange rates, credit notes and transactions with restricted input tax. Keep the partial exemption or special recovery calculation used.
If payment to the overseas supplier remains unpaid for 12 months from its due date, IRAS provides an adjustment mechanism subject to conditions. Track aged payables so the issue is reviewed rather than missed.
Build the control into procurement and accounts payable
Add supplier country, recipient entity, supply type and GST status to vendor onboarding. Route new overseas service categories to tax review. Train accounts-payable staff to distinguish an overseas invoice from an automatic zero-tax result.
