A foreign branch 30-day post-registration assurance review should confirm that the Singapore branch has completed every time-sensitive setup action, assigned continuing duties and retained proof. The review is broader than an incorporation checklist because it tests what actually happened after Bizfile issued the UEN.
The main question is simple: can the authorised representative show who owns each obligation, which items are complete and what could stop the branch from operating lawfully?
Fix the 30-day review date
Set the review for no later than 30 days after registration. The current ACRA foreign-company post-registration guide says a foreign company must maintain a public register of members in Singapore within 30 days after incorporation. That deadline makes day 30 a useful control point for the whole setup.
Record the foreign company’s legal name, Singapore UEN, registration date, home jurisdiction, registered office and authorised representative. Compare these facts with the free Business Profile and the registration approval, not an early application draft.
Keep the branch and parent names distinct in every record. Banks, suppliers and government services may reject documents when users treat them as interchangeable.
Confirm authority and government access
Check that the authorised representative understands the role and receives official correspondence. The ACRA branch registration guide notes that the branch needs a locally resident authorised representative, who can face personal responsibility when the foreign company fails to meet legal requirements.
Verify Corppass administration, users and assigned digital services. A working login is not enough. The branch should have a primary administrator, a deputy, a leaver process and a list of services that each user can access.
Test Bizfile and other immediate government services with a low-risk read-only action. Save the access review date and owner, but never store passwords or authentication codes in the assurance file.
Inspect statutory and public records
Confirm the physical public register of members, its location and the person responsible for updates. Review the Register of Registrable Controllers and any relevant nominee registers against the exemption position recorded at registration.
Check that the Singapore registered office is a valid physical address and meets its public-access hours. Confirm where notices will be scanned, routed and escalated. A mail-handling contract does not replace management oversight.
ACRA generally requires foreign companies to report changes within 30 days. Therefore, list the parent-company events that the Singapore team must learn about, including name, constitution, directors, address and shareholding changes. Name a parent contact who must notify the branch.
Review licences before trading
Compare the branch’s actual products and services with the licence analysis. ACRA directs foreign companies to GoBusiness for business licences and to Singapore Customs for import or export permits. The review should not accept a generic statement that no licence is required.
Check premises, personnel, qualifications, capital, insurance, systems and pre-opening inspections where the sector requires them. Record each authority, application number, status and condition.
If the business model changed after registration, repeat the analysis. A branch registered for consulting may add a regulated product, employment activity or cross-border trade that creates new requirements.
Check banking and financial controls
Record the bank-account status, approved signatories and parent authority. If onboarding remains open, list the missing certified documents, ownership evidence and source-of-funds information. Do not mark banking complete because the branch submitted an online form.
Set the accounting start date, ledger owner, functional currency and approval limits. Establish how head office charges, branch expenses, local revenue and tax balances will be reconciled. The annual filing file will depend on clean branch records.
Confirm the tax owner and the branch’s corporate income tax, GST and payroll review. The branch may not need every registration immediately, but management should document why and when the position will be reconsidered.
Test employment and data protection readiness
If the branch hires staff, confirm payroll, CPF duties where applicable, employment records and work-pass responsibilities. Identify the person who monitors pass conditions and changes in job role or salary.
ACRA’s guide also points organisations to the duty to appoint a data protection officer. Record the DPO, internal contact route, privacy notices and vendor responsibilities. Public registration of DPO information is separate from the underlying appointment and operating controls.
Where the branch will send branded SMS messages, check the sender ID requirement. Small operational services can become urgent when they were not assigned during setup.

Close only what the evidence supports
Classify each item as complete, open, blocked or not applicable, with a reason and next date. Do not use amber or green labels without the underlying evidence. Escalate an overdue statutory item to the authorised representative and parent management promptly.
Have someone who did not perform the setup sample the evidence against the register, access list, licence position and bank mandate. Record any mismatch and the correction date. This independent check is especially useful when several advisers handled different workstreams and no single person saw the complete branch file during registration.
