A household inventory used only for insurance or removal pricing is not enough. Product descriptions such as electronics, medicine or ornaments can hide items regulated by different agencies. The clearance record needs enough detail for the owner and freight agent to classify each questionable item.

Separate prohibited, controlled and dutiable items

The Singapore Customs prohibited and controlled goods page explains that prohibited goods cannot be brought into Singapore. Controlled goods require an import permit or authorisation from the relevant Competent Authority before arrival.

Dutiable goods are different. They may be permitted, but Customs duty, excise duty or GST can apply. An item may also be both controlled and dutiable. Use separate fields in the inventory rather than one general warning column.

In addition, distinguish the GST relief test for used household effects. An item can be personally owned and used but still require another authority’s approval. Relief from GST does not cancel a control or prohibition.

Use the official lists as a starting point

The ICA overview gives a non-exhaustive list. Controlled examples include animals and plants, food, arms, some publications and media, telecommunication equipment, medicines, poisons and radiation equipment. The responsible agencies vary by item.

Because the list is not exhaustive, do not assume an unlisted item is unrestricted. Search the relevant Competent Authority’s current rules or ask the freight agent to identify the product code and regulator. Keep the response.

A common household description may be too broad. Record the brand, model, quantity, ingredients or technical function where those details affect control.

Review medicines and health products carefully

List prescription medicines, sleeping medicines, stimulants, injectables, medical devices, supplements and products containing controlled substances. Record the generic name, strength, quantity, patient and prescribing doctor where relevant.

Check the Health Sciences Authority requirements before shipment. A prescription may support personal need, but it is not automatically the import approval for every medicine or quantity. Keep medicines needed during travel in the correct accompanied arrangement rather than placing all supplies in sea freight without review.

Remove prohibited nicotine or tobacco products. Do not rely on availability in the country of departure as evidence that Singapore permits the item.

Identify communications, media and security items

Review radio transmitters, satellite equipment, high-powered wireless devices, walkie-talkies and other communications equipment. Record make and model so the Infocomm Media Development Authority requirements can be checked.

Also review publications, recorded media and devices that store commercial or sensitive data. Ordinary family content may be straightforward, but prohibited material cannot be imported. Keep work equipment and company records in a separate information-security review.

Weapons, replicas, certain knives, defensive equipment and ammunition require special attention. Do not pack a decorative or sporting item until the Police requirements and Customs treatment are confirmed.

Check food, plants, animals and wildlife products

List meat, seafood, produce, seeds, plants, soil, traditional remedies and homemade food. The Singapore Food Agency and National Parks Board may control these items. Rules can depend on origin, quantity, species and intended use.

Animal products, shells, coral, ivory, skins, taxidermy and wood may raise wildlife or biosecurity questions. A family heirloom is not exempt merely because it is old. Obtain species and provenance evidence where relevant.

Give the freight agent complete instructions

The Singapore Customs unaccompanied-items guidance says a Declaration of Facts for GST relief must be submitted before the goods arrive. It also explains that controlled or dutiable items need the appropriate permit route.

Send the agent the final inventory, approvals, passport and relocation evidence, invoices where needed, packing list and transport documents. Identify items excluded from the relief shipment. Ask for confirmation of the permit type and the approved permit before clearance.

For this reason, do not make the agent guess from a vague carton label. If an item changes after the draft packing list, update the inventory and declaration instructions.

Remove or isolate unresolved items

If approval cannot be obtained before shipment, remove the item or hold it in the country of departure. Do not conceal it inside another carton. Record the decision so the final packing list and insurance schedule remain accurate.

Where an authority permits the item with conditions, place it in a clearly identified carton and keep the approval accessible. Tell the person attending clearance or receiving the shipment what may need to be presented.

At passenger clearance, ICA directs travellers with controlled goods and approvals to the Red Channel or Customs Examination Area. Freight clearance follows the permit and agent process, but the same principle applies: declare the item and produce the approval.
