Build a Tech@SG company qualification file covering the technology business, recent funding, recognised investor and core-team plan.
Tech@SG company qualification depends on the Singapore entity, the company’s core technology business and recent investment evidence. The programme can provide company-level endorsement for eligible firms seeking Employment Passes for core team members, but MOM remains the final approving authority for each pass.
Confirm the Singapore applicant
The current EDB Tech@SG page requires an ACRA-registered Singapore business entity. Record the legal name, UEN, ownership, headquarters relationship, website and primary activity. Keep the Singapore business plan consistent with corporate and investment records.
Ownership also affects the application route. EDB states that companies with less than 30 per cent local shareholding submit to EDB, while companies with at least 30 per cent local shareholding use the Enterprise Singapore route. Confirm the current route before preparing access or authority.
Prove that technology is the core product
Describe the product or service, proprietary technology, users, development work and revenue model. Explain why the technology is central rather than an internal tool used by an ordinary business. Supporting material may include product documentation, architecture, intellectual-property records, customer evidence and technical team responsibilities.
The current page includes software services, digital media, artificial intelligence, medtech, biotech, cleantech and fintech as examples, while listing several excluded business activities. A fashionable label is not enough. The evidence should let a reviewer understand what the company builds and sells.
Reconcile the funding threshold
EDB states that the company must have secured more than US$10 million in cumulative investment funding in the past 36 months and have received funding from a programme-recognised investment firm in the same period. Build a round-by-round schedule with date, investor, instrument, currency, amount and supporting agreement.
Convert currencies using a documented date and source, but preserve the original values. Separate equity, qualifying investment instruments, grants, loans and revenue. Do not count an announced round twice or rely on a media article when executed documents and bank evidence are available.
Verify the recognised investor
Check the current programme list and match the legal investor named in the funding document. A fund brand, manager and investing vehicle may have different names. Record the relationship and evidence. If the exact entity is unclear, ask the programme administrator before presenting it as recognised.
Keep beneficial ownership and confidentiality controls in mind when sharing documents. Prepare a focused evidence pack rather than uploading an entire data room. The application page notes document size and format limits, so organise clear extracts and explanations.
Build the core-team plan
The programme supports up to ten new Employment Passes over two years for employees hired into the Singapore core team, with first-renewal coverage subject to conditions. List each proposed role, function, seniority, experience, salary and hiring timing. Explain why the role is needed for the Singapore growth plan.
EDB identifies core business and technical functions and requires manager-level or above seniority for the supported individuals. Do not inflate titles. The work, authority and experience should match. Keep local capability building and fair hiring in the wider workforce plan.
Apply current Employment Pass rules
Tech@SG endorsement does not issue an Employment Pass. Review the current MOM Employment Pass rules, salary requirements and applicable assessment for each candidate. The EDB page itself directs applicants to MOM for the latest salary criteria.
Sequence the company endorsement and individual applications correctly. EP applications under the programme must be made within the stated acceptance period. Keep job advertising, compensation, qualifications and employment records accurate. No programme can guarantee MOM approval.
Prepare one-session submission and readback
EDB says the Tech@SG form is completed in one session without save-to-draft. Prepare the company information, 200-word business plan, core-team details and supporting documents before login. Check Corppass authority through the supported process and do not share credentials with advisers.
After submission, preserve the official acknowledgement and later outcome. Distinguish company endorsement from each EP decision and from actual onboarding. Link the company plan to the Singapore entry options guide so hiring, entity substance and regional growth are considered together.
A Tech@SG file is strongest when the company story, funding trail, recognised investor and hiring plan all describe the same growth-stage technology business. That coherence also makes each later Employment Pass application easier to review responsibly.
Use an evidence matrix before opening the form
Create one row for the Singapore entity, core technology activity, funding threshold, recognised investor, proposed core-team roles and current employment-pass criteria. For each row, cite the official requirement, company statement, supporting document, owner and unresolved question. The matrix should distinguish a fact already proved from a conclusion that still depends on programme confirmation.
Reconcile corporate records, pitch materials, funding agreements and the application narrative. If the group headquarters, product owner, employing entity or investor name differs across documents, explain the relationship with evidence. Do not use an approximate US-dollar total without recording the original currency, conversion basis and transaction date. Remove duplicate instruments and amounts that were announced but not completed.
Plan for the decision after endorsement
Company endorsement is only one layer. For each proposed employee, prepare a separate file covering the actual job, seniority, experience, salary, qualifications and timing. Check current MOM rules at the point of application. Keep recruitment and fair-employment obligations in the operating plan. Do not promise a candidate that Tech@SG guarantees an Employment Pass.
Before submitting, run a one-session rehearsal using a blank checklist rather than live credentials. Confirm that authorised staff have the final answers and permitted attachments. After submission, preserve the acknowledgement and track company endorsement separately from individual pass outcomes and onboarding. This separation gives management an accurate view of what has been achieved and what remains subject to official approval.
