EDGE PayNow Corporate: prepare claim disbursement

Set up EDGE PayNow Corporate details, ownership checks and receipt controls before submitting a grant claim through BGP.

EDGE PayNow Corporate setup is a finance control, not an administrative detail to leave until a claim is ready. Current Enterprise Singapore activity pages say the grant cannot be disbursed when neither PayNow Corporate nor GIRO has been set up. The payment route should therefore be confirmed while the project file is still being assembled.

Read the current EDGE payment route

The current EDGE activity guidance identifies PayNow Corporate as the preferred route. It says a company may link its UEN, with a three-character alphanumeric suffix where applicable, to the bank account and enter those details in the Business Grants Portal claim form. It states an expected disbursement within 14 working days after claim approval for PayNow Corporate, while GIRO may take up to eight weeks.

These periods begin after claim approval. They are not promises that an incomplete claim will be approved or paid within that period. Keep project completion, claim assessment and bank receipt as separate events in the cash forecast.

Confirm the correct bank account owner

Start with the exact applicant legal name and UEN shown in the Letter of Offer. Finance should confirm that the receiving account belongs to the same entity and that the UEN proxy points to the intended account. A group treasury account, director account or related-company account should not be substituted merely because it is convenient.

Where the company uses several UEN proxies, record the relevant suffix and obtain a fresh bank-side confirmation. Do not rely on a screenshot from an old grant. Ask an authorised finance employee to verify the destination independently from the person who prepares the claim.

Build a short payment-method record

Keep a record showing the UEN proxy, masked bank-account reference, verification date, verifier and supporting bank evidence. The file should never contain an internet-banking password, token, one-time code or unmasked credential. Secure access belongs in the company’s approved password system.

Match the record to the claim form before submission. If GIRO is used, keep the accepted form and allow for the longer timetable in working-capital planning. The payment method does not replace any expense, deliverable or eligibility evidence required for the claim.

Separate claim approval from receipt

Use three dates in the ledger: claim submission, claim approval and bank receipt. Add the approved amount and actual amount received. If the amount differs, reconcile it to the claim outcome rather than posting the original forecast automatically.

The EDGE claim evidence guide explains the wider completion file. PayNow evidence sits beside that file, but it does not prove that deliverables were completed, expenses were eligible or payments to suppliers were made in full.

Test the route before the filing day

Finance can confirm the proxy with its bank without sending a token payment through a grant channel. Check who can update BGP claim details, who can approve the submission and who monitors the receiving account. Record planned leave and backup coverage.

If a suffix is changed, preserve the earlier evidence and explain the change. Never edit a bank document to make the proxy look consistent. A clean change note is stronger than a document whose origin can no longer be verified.

Respond to an apparent delay

First confirm the claim status and approval date in the official channel. Then check the stipulated account and payment reference. Avoid submitting a duplicate claim or changing bank details merely because an expected receipt is not yet visible.

Escalate through Enterprise Singapore’s published contact route with the project and claim references, not with passwords or full bank credentials. Keep the enquiry and answer in the project chronology. The company should treat a pending receipt as a reconciliation item, not as revenue already collected.

Close the control after receipt

Once funds arrive, match the receipt to the approved claim, accounting entry and project. Have a second person review the amount and destination. Record any variance and retain the bank evidence under the company’s document-retention policy.

The Singapore business support decision guide remains the enterprise-support cornerstone. EDGE PayNow Corporate readiness is complete when the right applicant account is verified, the claim form agrees with the bank record and the final receipt can be traced without exposing secure banking information.

A ten-minute payment-method review can prevent an approved EDGE claim from waiting on a missing or incorrect disbursement route. Give finance an owner, a review date and a receipt-reconciliation task before the claim is submitted.

Use a final ownership checklist

Finance should confirm the applicant UEN, proxy suffix, account owner, claim form, approval email, expected receipt account and accounting code in one place. The project owner confirms the claim reference; the bank-account owner confirms the destination; a reviewer checks that the two records agree.

Plan what happens if the employee who registered the proxy leaves. Bank access should remain role-based and properly authorised. Updating an employee’s permissions must not inadvertently remove the company’s ability to monitor the stipulated account.

Keep a single current record and archive superseded versions. This avoids a project team copying an obsolete UEN suffix from an earlier claim. The control is deliberately simple: exact entity, exact account, exact claim and exact receipt.

Keep payment details out of shared project notes

The grant file needs enough evidence to identify the receiving account, but it does not need passwords, security answers or full account access. Restrict bank documents to authorised employees and share only the minimum reference needed for claim review.

When an external adviser supports the claim, provide a confirmed masked record and retain submission control inside the company. The adviser should never ask for banking credentials or perform a test transfer. A secure, reviewed handoff protects both the claim and the operating account.
