EDGE ERP vendor route: pre-approved or your own vendor

Compare the EDGE ERP vendor route for a pre-approved package and an own-vendor solution, including functions, timing, scope and evidence.

The EDGE ERP vendor route should follow the operating requirement, not the shortest advertised processing time. A pre-approved package can be suitable when its functions and implementation fit the company. An own-vendor proposal can be relevant when the required functions are not available in those packages, but it needs a clearer solution case and carries a longer stated assessment period.

Start by defining the processes that must work together. Buying three modules only to satisfy a minimum count can create a fragmented system with no useful integration.

Confirm the activity boundary

The official Integrated Enterprise Resource Planning activity page says the solution must include at least three functions. It lists areas such as finance, human resources, manufacturing, project management, supply chain and inventory, sales and customer relationship management.

The page currently states support of up to 50% for SMEs, capped at S$30,000, and up to 30% for non-SMEs, capped at S$18,000. The activity cost is capped at S$60,000, software cost is supported for up to 12 months, and the project must be completed within 18 months from approval. These are programme ceilings, not a promise of an award.

Verify every figure on the live page when applying. Use the approved Letter of Offer for the actual project, cost and qualifying period.

Map the required functions before viewing packages

Write a process map covering the information that should move between functions. For example, a confirmed order might update inventory, trigger purchasing, create a delivery task and feed the financial ledger. Name the current systems, duplicate entry, control failures and reports that management cannot produce reliably.

Prioritise essential functions, useful functions and future options. Record user numbers, sites, transaction volumes, interfaces, data-retention needs and security roles. This creates a consistent brief for every vendor.

Set a measurable first-year outcome. Useful measures can include reduced duplicate entry, faster month-end close, more accurate stock records or shorter order-processing time. The official page asks for projected cost savings for one year after completion, so preserve the assumptions and calculation rather than adding an unsupported percentage.

Test the pre-approved route

A pre-approved vendor offers a pre-packaged solution assessed through the relevant programme process. The activity page states an indicative application outcome of one week for this route. That does not remove the applicant’s duty to check commercial fit, data protection, implementation capacity and total cost.

Compare the package with the process brief. Identify included modules, configuration limits, migration, interfaces, training, support, licence term and exit options. Confirm what happens after the supported subscription period. A low first-year price can become expensive if key functions require separate add-ons.

Ask who will deliver the work and which responsibilities remain with the applicant. Retain the package description and quotation version used in the application. A directory listing does not guarantee that every later proposal from the same vendor is supportable.

Test the own-vendor route

The official page permits an own vendor where the needed functions are not available through a suitable pre-approved package. It requires an ERP proposal with at least three modules involving deployment or integration and states an indicative assessment period of ten weeks.

Document the gap that led to this route. Explain which requirement cannot be met by suitable listed packages and why it matters operationally. Avoid a vague preference for customisation. The proposal should state architecture, functions, data migration, integration, testing, training, security, deliverables, milestones and cost by scope.

Review vendor experience and capacity. Our EDGE supplier-selection guide provides a broader evaluation method. Where an independence, legal or cybersecurity question is material, involve an appropriately qualified specialist.

Compare the full commercial model

Build a five-column comparison: required function, pre-approved package, own-vendor solution, implementation risk and evidence. Add total cost beyond the support period, internal effort and switching cost. Keep GST, maintenance and other non-supported costs distinct.

Do not choose the own-vendor route merely because the headline support cap appears attractive. Do not choose a package merely because the official assessment may be faster. The better route is the one that solves the defined process problem at a defensible lifetime cost.

The official page says maintenance is not a supported cost. Ask vendors to separate implementation, software subscription and maintenance. The application figures should reconcile to the quotation without relabelling ongoing support as implementation.

Plan the claim evidence from the start

The current activity page identifies a deployed-solution photograph and unique identifier as project deliverables. Confirm which identifier applies, such as a licence number, user ID or user email, and preserve it with the completion record.

Maintain data-migration sign-off, user acceptance, training, final configuration, invoices and full payment. Compare actual delivery with the Letter of Offer before claiming. If scope or dates change, review whether an EDGE change request is available and obtain approval where required.

The EDGE completion-file guide shows the same traceability for consultancy work. The business support decision guide is the pillar for wider funding choices.

An EDGE ERP vendor route decision is complete when management can show why the functions are needed, why the chosen route fits, what the full cost is and how implementation will be accepted. Vendor status can inform the route, but the company’s operating evidence should decide it.

Document the route decision

Approve a one-page route paper before applying. It should name the required functions, packages considered, material gaps, total cost, implementation risk, selected vendor route and decision owner. Attach the process brief and comparison rather than reproducing every vendor claim.

Revisit the route if the proposal changes materially. A switch from a pre-approved package to a custom scope, or the reverse, can affect timing, evidence and the grant activity. Keeping the decision current makes the application and contract easier to reconcile.
