Group SG Arrival Card submission responsibility

A group SG Arrival Card is for people travelling together on one trip, with each traveller’s health and arrival details checked before submission.

A group SG Arrival Card submission is for people travelling to Singapore together on one trip. One person may coordinate the entry, but the group should still check every traveller’s passport, arrival and health details. Record who supplied each fact, who reviewed it and how a correction will be made if something changes.

The group function is not a way to reuse one declaration for several journeys. ICA’s current FAQ says group submission is meant for a group of persons travelling together for one trip.

Confirm who belongs in the group

Make a passenger list from the confirmed itinerary. Include only people arriving together for that trip. If a family member arrives on another flight or date, handle that person’s submission against the actual journey instead of forcing the record into the first group.

Check whether each person must submit. ICA states that travellers entering Singapore should submit the electronic health declaration as part of the SG Arrival Card, including residents arriving by air or sea and foreign visitors. The listed exceptions include travellers transiting without seeking immigration clearance and residents entering through land checkpoints.

The Singapore Immigration and Relocation hub provides wider arrival and settling-in guidance. This article deals only with responsibility for a group declaration.

Use the official free channels

ICA says submission is free through the official SG Arrival Card e-Service or MyICA Mobile app. It does not endorse commercial websites that charge for the service. The coordinator should open the official channel directly and avoid links forwarded by an unknown travel service.

If an authorised travel coordinator assists a family, the family should still review the completed details. Do not hand over passport copies, contact details or health information to an unnecessary intermediary. Delete working copies when the approved retention purpose ends.

Assign one coordinator and individual reviewers

The coordinator keeps the itinerary, opens the group submission and tracks completion. Each adult traveller should check their own passport particulars, travel history where asked, accommodation, contact information and health declaration. For a child, a parent or lawful guardian should check the details.

Where a person cannot review the record personally, note who acted for them and why. The coordinator should not guess a health answer or copy it from another traveller. A group submission makes data entry easier; it does not turn personal declarations into a single household fact.

Submit within the correct window

ICA says the electronic health declaration may be submitted within three days, including the day of arrival. Build the group’s reminder from the actual arrival date. Submitting too early can leave the record outside the permitted window, while waiting until the checkpoint creates avoidable pressure.

A change in flight, passport, accommodation or health status should trigger a review. ICA specifically tells travellers whose health status changes after submission to use the Update SGAC feature. Keep the updated acknowledgement with the trip record rather than relying on the earlier version.

Check for omissions and duplicate entries

Before final submission, compare the group list with the airline itinerary and count every traveller once. Similar names, children with the same surname and copied passport details can cause an omission or duplicate entry. Read each row aloud against the passport and confirm the date of birth, document number and nationality.

After submission, make sure every intended traveller appears in the official acknowledgement. If someone is missing or appears twice, use the official update or replacement route appropriate to the record. Do not edit a local spreadsheet and assume the ICA submission changed with it.

Keep the declaration separate from entry permission

The SG Arrival Card is not a visa and does not grant entry or a longer stay. Each traveller remains subject to the immigration requirements and decision that apply to that person. A group acknowledgement should not be described as group approval to enter Singapore.

After clearance, foreign visitors may receive an electronic visit-pass record. The relocating-family SG Arrival Card and e-Pass evidence guide explains how to preserve that later record and hand it into pass administration. Group submission responsibility ends only after each traveller’s arrival evidence has been separated correctly.

Work through a family example

Consider two parents and two children arriving on the same flight. One parent acts as coordinator and enters all four travellers. The other parent checks their own details and the common itinerary. Each parent confirms their personal health declaration. A parent checks each child’s passport and health answer. The family saves the official group acknowledgement and a four-person list showing that everyone was included.

If one parent later moves to a different flight arriving the next day, the coordinator reviews whether the person still fits the original group trip. The changed itinerary and any replacement submission are recorded. The family does not rely on the old acknowledgement merely because the person’s name appears on it.

Protect the information after submission

Passport and health details should not remain in an open travel chat or a shared folder with broad access. Store only the evidence needed for the journey and any later immigration administration. Restrict access, set a deletion date for working copies and keep the official record available to the traveller.

The moving to Singapore with children guide remains the pillar cornerstone for the larger relocation sequence. The group SG Arrival Card record is complete when each traveller is included in the correct trip, every personal declaration has been checked, and later changes are reflected in the official record.
