Keep the agenda, attendees and output. The evidence should match the stated purpose without creating artificial records after the trip.

Check a notified exempt activity against its own conditions

Certain short activities may be performed without a work pass only when the published exemption conditions are met. MOM says the person must be engaged for the exempt activity before entering Singapore, hold a valid Short-Term Visit Pass and notify MOM after entry but before the activity starts.

The exemption categories are specific. Examples include certain exhibition, seminar, conference, arbitration, journalism, sports and specialised-service activities. Do not stretch a category because it is convenient.

Record the exact category, organiser, engagement, dates and notification acknowledgement. The MOM e-notification service is the transaction route, not a general permission for unrelated work.

Track the calendar-year limit

MOM states that work-pass-exempt activities may be performed for up to 90 days in a calendar year across visits. The permitted period for each trip remains limited by the Short-Term Visit Pass issued at entry.

Maintain a running count of notified exempt days, including activities for related companies or different organisers. Reconcile the count with entry, departure and notification records.

Do not plan an extension of stay on the assumption that an exempt activity will justify it. MOM states that Short-Term Visit Pass extensions for the purpose of performing a work-pass-exempt activity will not be considered.

Separate governance from daily operations

A foreign founder may own shares or hold a director appointment without having general permission to work in Singapore. The calendar must still classify what the person does while physically here.

Board participation, shareholder discussions and strategic meetings can sit beside tasks that look operational, such as directing staff, approving routine customer work, implementing a system or delivering a paid project. Split the itinerary and resolve each task.

MOM’s work-pass overview states that foreigners who intend to work in Singapore must hold a valid pass before starting work. Overseas payroll does not remove this question.

Control access so the evidence matches the plan

Compare the calendar with building access, production systems, approval rights, payroll, expense claims and staff instructions. A visitor badge and meeting-room access may fit a meeting. Production access or authority over daily work may show something else.

Brief local staff on the approved scope and name a person who can stop an unplanned task. Founders are often drawn into urgent operational matters after arrival.

Remove temporary access promptly after departure. Preserve only the business evidence needed for the record, not passwords, tokens or travel-document copies outside the approved secure system.

Use a change-control entry during the trip

When a customer, employee or organiser adds a task, record it before the founder accepts. State the changed activity, date, contractual position and classification decision.

If it falls outside attendance or a valid exemption, remove the task or obtain the proper authorisation before work begins. An old notification cannot be reused for a different activity.

Document the person who approved the change and the evidence checked. Fast decisions still need a factual record.

Close the trip with an actual-versus-plan review

After departure, compare the calendar with meetings, access logs, expenses and outputs. Record deviations honestly and decide whether a future visit needs a work pass or a different division of duties.

Review connected company records at the same time. Board minutes should describe governance decisions, customer files should show who delivered the service, and payroll should not suggest a Singapore employment start that the pass record does not support. Correct factual mistakes rather than creating new labels for the trip.

Use the closed calendar when planning the next visit. Repeated operational requests may show that the founder now needs a stable authorised work arrangement instead of another short visit. Escalate that decision before new flights, project dates or staff instructions are committed.
