A foreign founder payroll start should occur only after the company has confirmed the person’s right to perform the declared work in Singapore. Share ownership, a director appointment, an approved application and an issued pass are different facts. Payroll must follow the lawful work start and the terms declared to MOM.
Use one checkpoint before the first working day. It should align the pass, employer, occupation, fixed monthly salary, contract, payroll file and actual duties. If those items do not agree, stop and correct the position before work begins.
Identify every role held by the founder
First, list the person’s roles as shareholder, director, employee, chief executive, consultant or bank signatory. Record where each activity takes place and which Singapore entity receives the work.
A founder may own shares without working here. A non-resident director may hold office without an Employment Pass merely for the appointment. However, regular executive or operational duties in Singapore require the appropriate work authorisation.

Check approval, issuance and validity
Record the application reference, approved employer, occupation, salary and validity. Confirm that any required arrival, issuance, medical, address or card step has been completed through the official process.
An in-principle approval is not a general permission to begin any role. Follow the current MOM instructions for the pass and the specific notice issued. Confirm the lawful start date rather than choosing the incorporation date or payroll cut-off.
Save evidence of the issued pass and verify it through the supported channel. Do not copy passwords, Singpass details or security answers into the payroll file.
Match the employer and occupation
The employing company in the contract, payroll system and pass record should agree. Where a group company pays an amount on behalf of the Singapore employer, document the arrangement and obtain tax and legal advice where needed.
Compare the declared occupation with actual work. A founder approved for a chief executive role should not quietly move into a materially different occupation without checking the notification or fresh-application requirements.

Reconcile the fixed monthly salary

Do not replace fixed salary with a hoped-for dividend, director fee, expense reimbursement, bonus or share award. Those payments can have different legal, payroll, accounting and tax treatment.
The work-pass conditions linked from MOM require the employer to pay at least the fixed monthly salary due within the required salary period. If cash flow prevents that payment, the company must not solve the problem by silently changing payroll data.
Choose the correct first salary period
Set the employment start date, first working day and first salary period. Record any lawful unpaid days, overseas work period or partial month and the method used to calculate pay.
A founder may have performed preparatory shareholder or director activity before employment. Keep that chronology separate. Do not backdate a contract or salary merely to make earlier activity look authorised.
Check when benefits, leave, insurance, expense policies and payroll reporting begin. Assign each setup task to HR, finance or the company secretary rather than assuming the founder will complete everything personally.
Review duties before access is granted
List the systems, bank accounts, customer records and approval limits needed for the approved job. Grant only the access required for that role. A founder title does not justify unrestricted administrator access.
Confirm delegated authority through board resolutions, bank mandates and internal policies. A work pass permits the approved employment but does not replace company-law authority or regulated-activity approvals.
Where the business operates in a regulated sector, check whether the founder also needs an individual licence, registration or fit-and-proper assessment.

Set a review for changes to salary, occupation, employer, work location, passport or residential address. Use the current MOM notification or application route before a change takes effect where required.
