PMLA Letter of Eligibility one-year validity diary

A PMLA Letter of Eligibility gives a couple a one-year window to apply for the foreign spouse’s LTVP after a positive pre-marriage assessment. The letter is not an LTVP, does not extend a stay and does not guarantee approval.

A validity diary helps the couple plan marriage, documents and filing while keeping those distinctions clear. It should start on the date the letter is received and end with either a valid LTVP submission or a recorded decision not to rely on it.

Record the letter exactly

Save the letter, outcome notice and official reference in a restricted folder. Record the Singapore citizen, intended non-resident spouse, date of issue, date received and the final date in the one-year period.

The ICA PMLA page states that couples with a positive assessment may apply for LTVP within one year of receiving the Letter of Eligibility. It also states that the letter is not an LTVP and does not constitute approval.

Do not calculate the deadline from the PMLA submission date, the wedding date or an adviser meeting. Where the official notice gives a specific expiry or use-by date, use that date and seek clarification if the dates appear inconsistent.

Keep marriage planning separate from immigration permission

Record the intended marriage date, place and certificate process. Check whether an existing or former Work Permit holder needs MOM approval to marry before proceeding.

A positive PMLA outcome does not grant permission to stay in Singapore until the wedding or while an LTVP application is pending. Track passports, visit-pass conditions and any other immigration status separately.

It also does not authorise work. The foreign spouse and any employer must use the applicable work-authorisation route.

Plan the LTVP file from current instructions

Use ICA’s current LTVP route for the spouse of a Singapore citizen to identify the live form and supporting documents. The post-marriage application is separate from the PMLA.

List identity, marriage, address, employment, income, education and other records required for the couple’s facts. Give each item an owner and review date. Allow time for passport renewal, official certificates and acceptable translations.

Do not use the earlier PMLA checklist as the only source. The later application may ask for updated or additional information.

Set practical diary dates

Create reminders at nine months, six months, three months and one month before the letter window ends. Tie each reminder to a task rather than a generic alert.

The nine-month review can confirm whether the marriage and document plan remain realistic. The six-month review can check official requirements and missing records. The three-month review should resolve discrepancies and lawful-stay planning. The final month should be reserved for a complete review, not first-time document collection.

Bring the target filing date forward if a passport, current pass or another document will expire. The letter window is a maximum period, not a recommended waiting time.

Keep a second calendar for the documents themselves. A passport renewal, certified translation, overseas civil record or employer letter may take longer than expected, while a recent statement may become stale if obtained too early. Record the date each document was ordered, received and reviewed. This allows the couple to see whether the target filing date remains realistic without treating every item as urgent on the same day.

Track changes since the PMLA

Compare current facts with the submitted PMLA. Record changes in name, passport, address, employment, income, marital history, family details and immigration status. State when each change occurred and the supporting document.

ICA warns that false statements or declarations can invalidate the PMLA outcome. A genuine change should be declared accurately; it should not be hidden to preserve consistency with an earlier answer.

Understand the planning timeline

ICA publishes indicative processing times through its service commitment. Treat these as planning information rather than a promise for an individual case.

A positive PMLA can provide the shorter published LTVP processing expectation where the applicable conditions are met, but the couple should still plan for document questions and a different actual timeline.

Do not book irreversible travel, employment or housing arrangements on the assumption that approval will arrive by a preferred date.

Control the filing date and submission

Before submission, confirm that the letter remains within the one-year period, the marriage is legally completed and the current LTVP route is correct. Both spouses should review the form and supporting documents.

Record the submission date, acknowledgement and version of the documents filed. Do not store Singpass credentials, passwords or security answers in the diary.

If the system cannot accept the application near the deadline, use ICA’s official assistance route promptly and preserve the correspondence. Do not assume that an attempted login extends the letter’s validity.
