A Singapore borrowing cost tax deduction starts with the use of the borrowed money. Interest on capital employed in acquiring income can generally be deductible, while interest linked to non-income-producing assets is not. Other financing fees qualify only when they fall within the prescribed borrowing-cost rules and meet the ordinary deduction conditions.
The finance label is not decisive. A fee described as arrangement, amendment or facility cost still needs to be matched to the statutory category and the transaction that produced it.
Trace each loan to its use
The current IRAS business expense guidance requires an expense to be incurred, revenue in nature, wholly and exclusively incurred in producing income, and not prohibited from deduction. Apply those conditions before considering the special borrowing-cost rules.
For this reason, create a loan register for every facility and intercompany borrowing. Record the lender, borrower, agreement date, limit, currency, drawdowns, repayments, interest basis, security, purpose and linked bank account.
Then trace cash movements from each drawdown to the asset or expenditure funded. Preserve bank statements, completion statements, supplier payments and internal approvals. A purpose clause in the facility agreement is helpful, but actual use remains important.
If one loan funds several uses, allocate interest on a reasonable basis supported by transaction dates and balances. Do not assign all interest to the income-producing use when part of the money funded a non-income asset or shareholder payment.
Separate interest from other fees
In practice, the IRAS borrowing costs and interest guide explains that prescribed borrowing costs are deductible as a substitute for interest or to reduce the interest cost, subject to the Income Tax Act conditions.
Prescribed categories include certain guarantee fees, bank option fees, discounts, premiums, early redemption costs, conversion or amendment fees, cancellation fees and front-end or back-end fees. The detailed terms matter. A professional fee does not qualify merely because it arose during financing.
Keep legal, valuation, accounting, due-diligence and listing costs separate from the lender’s financing charges. Review each against its own tax rule. Avoid placing every transaction cost into one borrowing-cost account.
At the same time, For a facility amendment, document what changed and why the fee was paid. A charge for extending maturity or changing interest terms may have a different analysis from a fee for new legal work or a corporate restructuring.
Deal with mixed and untraceable funds
Specific tracing is strongest when a dedicated facility account receives the drawdown and pays the intended acquisition or expense. Mixed operating accounts make the evidence harder, especially when they also hold revenue, capital and unrelated loan proceeds.
IRAS compliance guidance states that interest on loans used for non-income-producing assets is not deductible. Where the use cannot be specifically tracked, IRAS may apply the total asset method to attribute interest expense.

For cash pooling, prepare daily or monthly balance evidence appropriate to the volume and risk. Identify deposits that produce taxable income, exempt income, non-income assets and amounts belonging economically to another group company.

Reconcile the schedule to interest expense, finance costs, accrued liabilities and cash payments in the accounts. Identify foreign exchange differences separately. A foreign-currency loan can create tax issues beyond the stated interest and fees.

Work through a mixed-use example
Suppose a company draws S$3 million. It pays S$2 million for an office unit rented to third parties and S$1 million for a vacant property held without income. The facility interest cannot be claimed as though every dollar funded the rented unit.
In addition, Trace the completion payments and subsequent balances. Allocate interest and qualifying fees to the two uses on a supportable basis. Review again if the vacant property begins producing income or the company refinances the facility.
If the same drawdown first enters a mixed account, preserve the sequence of receipts and payments. A later management intention does not rewrite the actual flow of money.
Repeat the analysis at each year end. Repayments, redrawdowns, asset disposals and changes in use can alter the deductible amount even when the loan agreement remains unchanged.
Make the file audit-ready
