EDGE launch readiness means preparing project facts without assuming final rules. Build a clean file that can be checked when applications open.
EDGE launch readiness does not mean drafting an application against rules that have not been published. It means organising the commercial case, applicant facts, project scope, cost evidence and current commitments so the company can compare them with the live scheme when Enterprise Singapore opens it. Until then, EDG, PSG and MRA remain available under their current routes.
The safest working file separates confirmed facts from items that still need the launch guidance. That distinction prevents a company from treating a Budget announcement, an unpublished activity list or a test webpage as an approval condition.
What Enterprise Singapore has confirmed
Enterprise Singapore’s Budget 2026 business page says the Enterprise Development and Growth Scheme, or EDGE, will streamline the Enterprise Development Grant, Productivity Solutions Grant and Market Readiness Assistance grant. It is intended for Singapore businesses, including non-SMEs. The same page says businesses can continue to apply for EDG, MRA and PSG through the Business Grants Portal in the meantime.
For this reason, the official Business Refresh Package factsheet adds that EDGE is expected in the second half of 2026. It describes an annual support cap of up to S$100,000 for eligible activities and says other requirements may depend on the activity. More detailed conditions are to be provided when the scheme launches.
That is enough to prepare an EDGE launch readiness file. It is not enough to promise that a particular vendor, expense, company or project will qualify. The launch date, final support rates, activity definitions, evidence list, claim mechanics and treatment of applications in progress still need to be checked on the live official page.
Write the commercial case without grant language
Begin with the business problem. State what is happening now, why it matters, what outcome management wants and how the project would work if no grant existed. A clear commercial case survives a change in scheme name. It also helps management decide whether to proceed if support is lower than expected or unavailable.
In practice, For a digital project, describe the current process, transaction volume, error rate, staff time and customer effect. For an overseas project, identify the market, current sales, target customers and work to be done. For a capability project, show the operating weakness and the management result required.
A useful one-page summary records the project owner, proposed start window, scope, milestones, expected results, estimated cost and approval status. Keep estimates labelled as estimates. Do not turn forecast savings or revenue into a guaranteed outcome.
Keep applicant facts ready for different activity tests
EDGE is expected to include a wider range of Singapore businesses, but activity-specific requirements may still apply. Record the applicant’s UEN, incorporation date, principal activity, group structure, ultimate ownership, annual turnover, employee count and recent financial position. Keep the source documents beside the summary.
At the same time, Existing schemes illustrate why the detail matters. The current EDG page requires a business registered and operating in Singapore, at least 30 per cent local equity and financial readiness. The current MRA FAQ adds group-size and new-market tests. EDGE may change part of this architecture, but the company should not discard the underlying ownership, group and market evidence.
Build a commitment and cost register
List every supplier discussion, quotation, purchase order, contract, deposit, invoice, payment and work-start date. Mark whether each item is proposed, approved internally, signed, paid or started. This is more reliable than asking several teams later whether the project had begun before an application.
Separate cost lines into software, equipment, consultancy, internal manpower, overseas promotion, market development and other categories. These are working labels, not claims of eligibility. Keep tax, foreign exchange, related-party charges and non-cash items visible so they can be treated correctly under the eventual rules.
As a result, imagine that management wants to replace an accounting system. The file should show whether a vendor contract has been signed, whether a deposit has been paid, which modules are included, how implementation differs from ordinary subscription fees and when configuration work would start. When EDGE launches, each fact can be tested against the official timing and cost rules.
Compare three timing choices

The choice belongs to management. A project with a strong return and urgent operational need may not justify waiting. A discretionary project may benefit from a short pause. Record the reason, assumptions and decision date so the team does not drift into an accidental commitment.
Check the launch notice before converting the file
On launch, replace the assumption column with the official rule, URL, effective date and reviewer. Confirm the application route, applicant tests, activity definition, support percentage, caps, documents, commencement rule, claim deadline and treatment of tax. Rework the scope if a cost is not supportable instead of hiding it inside a broader label.
For example, do not rely on cached search text or a non-production page. Use the final Enterprise Singapore page and the Business Grants Portal instructions that apply on the submission date. The company should submit and manage its own application, with advisers supporting the commercial case and evidence where appropriate.
