Singapore SFO annual: A Singapore single family office relying on the licensing exemption introduced on 15 June 2026 must prepare an annual return for MAS. The first file should be built from the commencement notice, year-end structure, assets under management and required banking information, with changes reconciled before submission. It is a regulatory return, not the same as a company annual return or a Section 13O or 13U tax-incentive declaration.
MAS revised its official SFO FAQ on 31 July 2026. Family offices should use the current form and instructions for their financial year rather than a summary prepared during the earlier consultation.
Fix the reporting perimeter first
The current MAS answer on the exemption says an SFO must file a Notice of Commencement of Business, maintain the required bank accounts for the SFO and its fund vehicles, and submit annual returns. Start by identifying the Singapore SFO that relies on the exemption and every eligible entity or fund vehicle whose assets it manages.
Reconcile that list to the family and entity map used for the commencement notice. Record formations, closures, transfers, new family branches, key-employee interests and charitable entities during the year. A vehicle omitted from the map can distort both the assets and the banking answer.
Build a year-end entity register
For each entity, retain its legal name, jurisdiction, registration number, ownership, beneficiaries, role in the structure, bank relationships and accounting year end. Mark whether it is the SFO, a Singapore fund vehicle, a foreign fund vehicle or another eligible entity.
The 2026 framework has detailed family, funding and control conditions. The annual-return preparation should flag any event that may change eligibility, such as third-party money, a non-family controlling interest or assets contributed by a person outside the permitted group. Do not wait for the return deadline to ask whether the exemption still fits.

Reconcile assets under management
Use a written valuation date, currency and method. Reconcile listed securities to custodian statements, cash to bank confirmations, private investments to the latest approved valuation and direct assets to the accounting records. Identify liabilities and double counting between holding entities.
Suppose the SFO manages a Singapore holding company that owns a foreign fund vehicle. Adding the holding company’s investment balance to every underlying asset again would count the same value twice. Prepare a consolidation schedule that shows gross records, eliminations and the final total used for the return.
Keep the exchange rates and valuation approvals. If a private asset has not been valued at the exact year end, document the permitted method and any adjustment. The board or responsible officers should understand material estimates rather than sign only the final total.
Map the required bank relationships
The MAS licensing-exemption FAQ and the EDB SFO guide explain the banking requirement under the revised framework. Prepare an entity-to-account schedule showing the bank’s legal name, jurisdiction, account holder, account status and supporting confirmation.
A dormant account that has been closed before year end should not be presented as active. An account held by another family entity should not be assigned to the SFO merely because the bank relationship is managed by the same team. Match the legal account holder to the structure.
Review foreign fund vehicles separately because the framework permits a specific foreign-bank route subject to the stated conditions. Keep the jurisdiction and basis for treating the bank as meeting the required standard.
Separate three annual reporting tracks
The MAS exemption annual return reports on the licensing-exemption framework. A Singapore company or VCC may also have an ACRA annual return. A fund using Section 13O or 13U may have separate incentive reporting and tax work. These filings can draw on the same accounts but they answer different legal questions.
Create one calendar with separate owners, deadlines, forms and approval records. Reconcile shared figures such as assets under management and entity names, then explain legitimate differences. Copying one return into another without checking definitions can create an avoidable inconsistency.
Run a change review before approval
Compare the year-end data to the commencement notice and prior return. List new or closed entities, changes in ownership, family events, key-employee participation, charitable recipients, bank changes and material changes in assets. Ask whether each change affects only a reported field or the exemption itself.
Prepare an exception log with the issue, amount or entity affected, evidence requested, owner, resolution and approval date. Keep unresolved matters visible to the board. A rounding difference in a valuation schedule is not the same as an entity that may fall outside the permitted family perimeter, so rank exceptions by regulatory effect rather than by spreadsheet size.
