Verify EEG Base equipment by matching the exact model, technical criteria, applicant sector, quotation, deployment site and cap.
EEG Base equipment is supported through pre-approved models, not by a broad claim that an appliance is energy efficient. Enterprise Singapore’s current guidance sets a S$30,000 Base cap across generic and sector-specific applications. The applicant should verify the exact model and route before paying, accepting delivery or allowing a vendor to handle the application.
Match the exact equipment and application route
Record the manufacturer, model number, capacity, quantity, technical specification and intended use. Compare every field with the current supported-equipment listing. Select the form based on the applicant’s primary SSIC by default, using the published secondary-SSIC exception only where the equipment is supported for that corresponding sector. Keep a dated capture of the listing used.
The EEG programme page describes Base support for pre-approved equipment and the current programme direction. The EEG FAQ explains the combined S$30,000 cap through 31 March 2028 and sector-form rule. Announced all-sector expansion does not make an unlisted model or unsupported application route eligible.
Control the quotation and procurement sequence
Require the quotation to state the exact model, quantity, hardware price, delivery, installation and excluded items. Remove GST, maintenance and used, refurbished or reconditioned equipment from the support forecast. Reject complimentary items or other acquisition incentives prohibited by the current FAQ. Check that the vendor is unrelated and commercially suitable.
Do not make payment, accept a deposit obligation or otherwise commence procurement before the application where the current rules prohibit it. The applicant must submit its own application; the FAQ states that vendors are strictly not allowed to apply on the applicant’s behalf. Keep Corppass and portal control with authorised employees.
Verify deployment, claim and holding period
Connect each unit to the Singapore deployment address and the applicant’s operating evidence. Preserve the current tenancy or other required location document. After approval, track purchase, installation, commissioning, full payment and claim within the permitted period. Record serial numbers and test that the installed model matches the approved one.
The FAQ states a minimum one-year holding period from final-claim approval for Base equipment. Create a diary for ownership, location, use and disposal restrictions. Measure energy performance where practical, but label it as operating evidence rather than a guarantee of grant support. Escalate any vendor or model change before relying on it.
Turn the decision into a controlled file
Use a dated decision record that identifies the applicant, business need, current official source, chosen route, responsible owner, costs, milestones and evidence. Separate facts already verified from forecasts and assumptions. A catalogue listing, supplier statement, consultant recommendation or portal acknowledgement does not establish approval. The company remains responsible for its declarations and commercial decision.
Give each quotation, contract, invoice, payment and deliverable a stable reference. Preserve earlier versions and explain material changes instead of silently replacing them. Where the authority, tax adviser, auditor or another professional must decide a point, record the open question and obtain the required view. Do not convert uncertainty into a confident eligibility statement.
Review before commitment and again before closeout
Run four reviews: suitability, authority, implementation and closeout. At suitability, test the entity, activity and business outcome. Before commitment, freeze the proposed scope, vendor and financial assumptions. During implementation, compare actual work with approved terms. At closeout, reconcile deliverables, accepted results, invoices, full payment, operating evidence and obligations that continue.
Name the person who may approve each stage and the records that person must see. Procurement should not treat a draft application as permission to contract. A project team should not treat supplier completion as company acceptance. Finance should not treat a submitted claim as cash received. Clear status words prevent accidental commitments and weak reporting.
Handle exceptions without rewriting history
Maintain an exception log for changed facts, delayed milestones, supplier variations, cost movements, missing records and failed tests. State the effect on scope, eligibility, timing and expected value. If an authority decision or formal variation is required, use the published route before relying on the change. Silence and helpdesk receipt are not approval.
If a material defect appears, pause the affected acceptance, filing or claim item. Keep original evidence, assign corrective action and set a review date. Do not backdate records, move costs between categories or adjust a baseline after seeing the result. A candid exception with an owned resolution is more credible than a clean-looking file that cannot explain what happened.
Plan handovers before the original project team disperses. The handover should identify the current version, source locations, system access owner, next review date, open exceptions and any condition that continues after payment or filing. Restrict personal, financial and commercially sensitive records to authorised users, while giving each responsible owner enough information to perform the assigned control. Record the external event that should trigger an earlier review, such as a changed programme page, revised authority letter, supplier failure or material business change.
Verify the final outcome independently
Ask someone who did not prepare the final pack to compare the decision, current official source, approved terms, deliverables, payments and operating evidence. Recalculate totals and sample source records. The reviewer should be able to reproduce the conclusion without relying on the preparer’s memory. Record unresolved points with named owners and dates.
Use the EEG Base eligibility guide for the wider decision and keep this article as the narrower operating guide. After submission, preserve the receipt and reconcile questions, adjustments and the final registered or paid outcome. Continue any reporting, retention, asset-use or other condition that survives closeout.
Practical review checklist
- Exact model matched
- Correct sector form chosen
- Quotation components checked
- Applicant controls submission
- Deployment and holding diary prepared
An EEG Base equipment file is ready when the exact model and form are current, procurement has not started prematurely, the applicant controls submission, and installation and holding evidence can be traced unit by unit.
