Singapore CbCR: build the notification and filing calendar

Build a Singapore CbCR calendar for the revenue test, FormSG notification, 12-month report deadline, data owners and filing evidence.

Singapore CbCR has two recurring deadlines for affected Singapore-headquartered multinational groups: notification and report filing. The calendar starts from the ultimate parent entity’s financial year end, not from the corporate income tax return deadline. A group should test scope early enough to resolve entity and revenue questions.

Apply all four filing conditions

The current IRAS CbCR page says a report is required when the entity is the ultimate parent of a Singapore multinational enterprise group, is Singapore tax resident, had at least S$1.125 billion consolidated group revenue in the preceding financial year, and has subsidiaries or operations in at least one foreign jurisdiction.

Document each condition separately. Identify the ultimate parent under the applicable accounting framework, retain the tax-residence basis, reconcile preceding-year consolidated revenue and map foreign operations. Do not assume that a local holding company or a group with overseas customers automatically meets the test.

Fix the financial-year definition

CbCR uses the ultimate parent’s financial year. Record its start and end dates, including any short or extended period after a year-end change. Build the scope test for that period and keep board, registry and financial-statement evidence supporting the dates.

The current IRAS page explains that reports are due within 12 months after the end of the relevant financial year. Calculate the date from the actual year end and have tax counsel review unusual periods. Do not copy last year’s calendar if the reporting period changed.

Calendar the notification

For financial years beginning on or after 1 January 2022, affected reporting entities must notify IRAS through FormSG within three months after the end of the financial year. IRAS no longer issues the earlier notification letters for those years. Assign a preparer, reviewer and authorised submitter before the period closes.

The company director, principal officer or authorised person, including a tax agent, may submit the notification. Retain the scope memorandum, submitted information, acknowledgement and IRAS confirmation. The current page says IRAS verifies notifications and confirms the filing obligation within two months of receipt.

Distinguish entities that need not notify

IRAS states that a Singapore constituent entity of a Singapore MNE group does not notify if it is not the reporting entity. A Singapore constituent entity of a foreign MNE group is also not required to notify under this Singapore rule. Record the parent, reporting entity and reporting jurisdiction rather than simply closing the task as not applicable.

Ask for group confirmation and preserve it. Changes in ownership, tax residence or consolidation can alter the conclusion. Local finance should know whom to contact at the parent and when the group will revisit the reporting-entity map.

Build the data ownership matrix

CbC reports include the group’s allocation of income, taxes paid and other financial and business data across jurisdictions. Map every required field in the current IRAS technical and e-Tax guidance to a source system, definition, entity owner, currency rule and reviewer.

Reconcile jurisdiction totals to consolidation and tax records. Explain permanent establishments, eliminations, acquisitions, disposals and differing statutory charts of accounts. Use a controlled mapping table so changes are reviewed instead of embedded silently in a spreadsheet formula.

Prepare the entity and activity table

Maintain the complete constituent-entity list with tax jurisdiction, incorporation jurisdiction where different, main business activities and reporting status. Compare it with legal, consolidation, transfer-pricing and tax-provision lists. Investigate every mismatch before producing the XML or other required submission format.

Do not force an entity into an activity label merely to complete the table. Retain the facts and rationale supporting classification. The Singapore transfer-pricing cornerstone supplies the broader transfer-pricing documentation context, while CbCR follows its own reporting rules and threshold.

Validate and authorise the report

Run arithmetic, cross-table and prior-year comparisons. Investigate large movements in revenue, employees, tangible assets, taxes accrued and taxes paid. Confirm currency translation and rounding. Ask jurisdiction owners to certify their data and explanations, then have group tax perform a final coherence review.

Restrict access because the report contains sensitive group information. Keep working files, review comments and submission credentials in approved secure systems. The authorised submitter should receive the final approved file and instructions without sharing individual login credentials.

Retain submission and exchange evidence

Save the final report, validation output, official acknowledgement, date, submitter and any correspondence. Track rejection or correction promptly and preserve both the original and corrected versions. Record which management and tax governance forums received the outcome.

CbC reports can be exchanged with tax authorities in jurisdictions that have qualifying competent-authority agreements and used for transfer-pricing and other base-erosion risk assessment. The Singapore corporate tax filing calendar helps place filing among the company’s wider Singapore tax controls without implying that CbCR replaces local returns or documentation.

A dependable Singapore CbCR process begins with the parent’s financial year end, tests scope against all four conditions, and assigns the three-month notification and 12-month report dates to named owners. The data work can then start before deadlines compress judgement.

Run a prior-year movement review

Before finalising the report, compare each jurisdiction and entity with the prior year. Flag new and closed entities, restructurings, large tax payments, employee movements and changes in tangible assets or business activities. Link each material movement to consolidation, legal or tax evidence.

Use the review to improve next year’s data process. Add missing source fields, clarify definitions and assign earlier cut-offs where late adjustments were common. Preserve the signed scope conclusion even when the group falls outside CbCR, because the threshold and multinational footprint must be tested again each year.
