A PMLA-to-LTVP planning record should separate the pre-marriage assessment, legal marriage, Letter of Eligibility, Long-Term Visit Pass application and the foreign spouse’s permission to remain in Singapore. None of these stages should be treated as automatic approval of the next.

The record is for a Singapore citizen and non-resident couple. It should use accurate facts, realistic dates and a lawful stay plan while each application is pending.

Understand what PMLA does

The ICA Pre-Marriage Long-Term Visit Pass Assessment page says PMLA is a free online assessment that helps a Singapore citizen and non-resident couple understand the intended spouse’s chances of obtaining an LTVP.

ICA is clear that marriage to a Singapore citizen does not guarantee entry or long-term stay. A positive PMLA result is not an LTVP approval. The foreign spouse must apply separately after the marriage.

Put those limits at the top of the couple’s record. They prevent housing, employment and travel commitments from being based on an assessment letter alone.

Check whether MOM approval is needed first

ICA states that an existing or former Work Permit holder, including a Training Work Permit holder, may need a Letter of Approval for Marriage from MOM before marrying a Singapore citizen or permanent resident.

MOM’s Work Permit conditions explain the marriage restriction. Check the person’s complete pass history, not only the current status. Obtain the required approval before the marriage in Singapore or overseas.

Keep the official approval with the PMLA file. Do not infer that an expired card or time spent outside Singapore removed the condition.

If the history is uncertain, use MOM’s official enquiry route before fixing the marriage date. Keep the response and the facts provided. Another couple’s pass history is not evidence for this case.

Prepare the PMLA facts together

The Singapore citizen needs Singpass. The couple should prepare the non-resident’s passport details and accurate personal, residential, immigration, marital, education, income, medical and criminal-record information where requested.

ICA’s advisory says both people should complete, review and declare the information together. A started form must be submitted within seven days or it is removed. Set a review meeting before opening the draft if documents are still missing.

Use current facts. If information is uncertain, resolve it rather than guessing. False information can invalidate the assessment outcome.

Create a private index rather than emailing one large identity pack between several people. Limit access to the couple and authorised advisers, and avoid keeping duplicate passport copies after the purpose ends.

Plan around the actual timelines

ICA states that PMLA is generally processed within one month when the required information is complete, although some cases take longer. Do not set a wedding, resignation or move date on the assumption that every case finishes in exactly one month.

A positive outcome produces a Letter of Eligibility. ICA says the couple may apply for LTVP within one year of receiving that letter, after they are legally married.

Record the issue date, one-year application window, marriage date and intended LTVP filing date. Set reminders well before expiry and recheck any changed facts.

Prepare a separate LTVP application

After marriage, use ICA’s current LTVP e-service from the PMLA page and check the ICA service commitment. Update names, addresses, employment, income, travel and family information instead of copying the earlier assessment without review.

ICA indicates that an LTVP application following a pre-marriage assessment may be processed within six weeks, while one without a prior PMLA may take up to six months. These are service timelines, not approval promises.

Keep the marriage certificate, Letter of Eligibility, identity documents, supporting records and submission acknowledgement in one indexed file.

Before submission, compare every repeated field with the PMLA record and explain legitimate changes. A corrected answer is better than copying an earlier error merely to make two forms look consistent.

Protect lawful stay while waiting

Check the non-resident’s current visit-pass expiry and travel conditions independently from the LTVP application. A pending application does not create permission to overstay.

If more time is needed, use the official ICA route and rely on the actual decision. Do not assume that marriage, PMLA or an LTVP receipt extends the existing stay.

Plan accommodation, insurance, travel and financial support for both approval and delay scenarios. Keep employment planning separate because an ICA-issued LTVP does not by itself answer every work-permission question.

Keep a travel calendar while the application is pending. If the applicant leaves Singapore or changes a passport, check the current ICA instructions and update the case through the authorised channel where required.

Maintain a change log

Between PMLA and the LTVP application, record changes in employment, income, address, marital history, passport, immigration events and other submitted facts. Explain them accurately in the later application where required.

ICA notes that PMLA and LTVP outcomes can differ when circumstances change or different information is used. A change log helps the couple avoid unexplained inconsistency without attempting to control the outcome.
